- In accordance with OMB Circular A-76, the United States Department of Labor, Multiple-Agency-wide announcement of a Standard Competition for Administrative Support Services, (a component of the Other Non-Manufacturing Operations Study announcement)(LBU-6). This will be made up of U.S. Department of Labor departmental agencies Employment and Training Administration (ETA), Employment Standards Administration (ESA), Mine Safety and Health Administration (MSHA), and the Woman's Bureau (WB) that includes employees in Washington, DC and 21 other states and territories (including California, Connecticut, Florida, Georgia, Hawaii, Illinois, Indiana, Michigan, Mississippi, Missouri, Nebraska, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Puerto Rico, Texas, Virginia, Wisconsin). These functions are currently being performed by approximately 88.5 government employees. The job functions considered include, but are not limited to, performance of various miscellaneous functional categories including administrative, logistics, program, information technology and management, program management and outreach, and procurement and accounting support services. The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. This is a DRAFT RFP only. There is not a request for proposals at this time. A date for the final complete solicitation specification is anticipated to be around October 13, 2006; however, this date is not guaranteed but will be advertised/synopsized in FedBizOpps (www.fbo.gov). This is a market research tool to solicit industry comments prior to issuing the RFP. This draft RFP is for information and planning purposes only and is not to be construed as a commitment by the Department of Labor, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this draft RFP. If the solicitation is issued, source selection procedures will be used, which will require the offeror to submit technical experience, past performance, and price evaluation. The Government is not responsible for the cost associated with any effort expended in responding to this draft RFP. QUESTIONS, COMMENTS, AND REQUESTS FOR CLARIFICATION (RFC) REGARDING THIS DRAFT SOLICITATION MUST BE RECEIVED NO LATER THAN 12:00 P.M. LOCAL TIME, SEPTEMBER 8, 2006. This announcement is not a solicitation and proposals are not requested at this time.
