Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis, services regarding: Cancer Risk following Radiation Exposure from Computed Tomography in Children an Adolescents-Pilot Study with Sir James Spence Institute, Pediatric and Lifecourse Epidemiology Research Group, University of Newcastle, Newcastle upon Tyne United Kingdom. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. Empirical data is lacking and the data available from potential collaborators in the U.S. is of insufficient quality and comprehensiveness for scientific research, researchers from the NCI and the Pediatric and Lifecourse Epidemiology Research Group (PLERG) in the University of Newcastle, proposes to perform a cohort study in the United Kingdom (UK). The study includes the evaluation of cancer incidence and mortality among 200,000 children who had CT examinations in large radiology departments in the United Kingdom (UK) between January 1985 and December 1995, This contract is to survey potential large radiology departments in the United Kingdom (UK) to assess the availability, the quality, and completeness of their computerized CT listings and historical medical files. The data obtained in the survey will allow us to determine which departments will be included in the cohort study. To allow sufficient statistical power, a study on late effects of pediatric CT scans should include a large cohort of scanned children and long follow up period. NCI plans to achieve this by assembling a cohort of 200,000 children and adolescents who received CT scans 10 to 20 years ago and were retrospectively followed for cancer occurrence using medical records. The estimated follow-up period of the planned study will cover approximately 2.3 million person-years. Unlike the USA, The United Kingdom has nation-wide registries for incident cancers and for causes of death which enable reliable, objective outcome assessment. It also has a national health service (NHS) that guarantees everyone receives medical care. In the NHS most, if not all, pediatric CT scans are performed in hospital radiology departments so that near-complete exposure assessment data can be obtained, and equally important, the records of these scans are stored for at least 20 years. Therefore, NCI investigators plan to examine the possibility of conducting the study in the United Kingdom. The requested service is to conduct a survey of at least thirty (30) radiology departments in the UK. The data to be collected are necessary to the planning the cohort study. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 11, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
