Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis, services regarding: High-Impact California Health Interview Survey (CHIS) Projects Resulting in Evidence-Based Policy or Program Changes with The Regents of the University of California, UCLA Center for Health Policy Research, 10960 Wilshire Blvd., Suite 1550, Los Angeles, CA 90024 The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The Applied Research Program?s (ARP) mission is to evaluate patterns and trends in cancer control using population-based surveys. An essential contribution to this effort is the California Health Interview Survey (CHIS). Widely regarded as a state-of-the-art health survey, CHIS is nationally recognized for its inclusiveness of ethnic and racial diversity through sample design and linguistic and cultural adaptation of its questionnaires, its more precise measurement of health insurance and access to care, the broad array of public health issues it covers, its extensive formal structures for community participation in designing the survey, and its comprehensive and wide dissemination of results and data to diverse constituencies. CHIS data have been used by researchers, policy makers, advocates, media and foundations at the local, state and national levels as well as by health care providers. Evidence from CHIS has been used to expand health coverage, obtain additional funding and modify programs that have improved health and health care in California. Contractor requirements: 1) Identify examples in which CHIS data have contributed to changes in policy, programs or other public health activities. A) Create an inventory of cases using CHIS data identified from administrative files, workshop/training attendees, users of Center publications, media hits, funders, and local health departments and B) define high impact examples by specifying the criteria they will use for selecting them. The total number of case studies and criteria used to select them will be agreed upon collaboratively with NIH and the Center staff. The case studies will include examples of primary and secondary prevention that affect a range of diseases (e.g., tobacco control, diet, weight, and physical activity) that will be of use to the NIH Office of Disease Prevention and other NIH Institutes and Centers as well as the National Cancer Institute. 2) Select from the inventory high-impact examples for in-depth examination. Selected case studies will include a broad range of different types of impact including policy, program planning and development, as well as advocacy efforts. High-impact studies should include a variety of outcomes such as primary prevention, screening and health insurance. Examples of topics could include obtaining funding to improve access to care, supporting new efforts to cover the uninsured, using data to better serve ethnic or immigrant communities, and building healthier communities, among others. Subjects of interest may include diabetes, asthma, cancer screening, food insecurity, children?s health insurance, diet/nutrition, obesity, physical activity and tobacco use. Contractor shall conduct qualitative research with key informants including researchers, advocates, officials and others to understand the process by which CHIS data and products were effectively used. The project will use accepted techniques of qualitative research. The UCLA Center for Health Policy Research is the only source known to the NCI that has qualified researchers to conduct this case-study project. The Center has unique access to lists of CHIS users generated from its multiple channels of dissemination and interaction with varied constituencies throughout the state. Also, UCLA Center for Health Policy Research staff brings to this project an exceptional depth of knowledge of the survey data and affiliated researchers and has experience in conducting both qualitative case studies and quantitative research. Any other potential contractor would need to access the Center?s confidential data and develop equivalent expertise about CHIS prior to planning and conducting the project. In addition, The UCLA Center for Health Policy Research founded the California Health Interview Survey (CHIS) in 1994. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 11, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
