Description
The National Cancer Institute (NCI), Community Oncology and Prevention Trials Research Group (COPTRG), plans to procure on a sole source basis for services regarding the publishing of an NCI Monograph Quality of Life Assessment in Symptom Management Trials, with Oxford University Press, Oxford, OX2 6DP, United Kingdom. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. The Community Oncology and Prevention Trials Research Group sponsored a workshop entitled: Assessing Quality of Life (QOL) in Cancer Symptom Management Trials, held in October 2005. The workshop followed on a year long review of cancer management protocols that were supported by the NCI Community Clinical Oncology Program (CCOP). Experts in the area of QOL were invited to speak on the current state of knowledge regarding the incorporation of QOL endpoints in symptom management trials and to identify directions for future research. Several Contractor Requirements: 1) Complete the production of a Journal of the National Cancer Institute Monograph? that will contain the proceedings from the workshop; 2) Publish Quality of Life Assessment in Symptom Management Trials as a Journal of the National Cancer Institute Monograph; (Monograph shall be no longer than 135 printed pages inclusive of front matter and illustrations). One hundred (100) total copies shall be provided to the NCI. Oxford University Press owns the JNCI. Previously, Oxford University Press published a monograph in the JNCI reporting on the outcomes of the NIH State of the Science, on Symptom Management in Cancer Pain, Depression, and Fatigue. This current monograph builds on this previous monograph already published. The JNCI is the only journal that agreed to publish this monograph. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on August 28, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
