Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12, and Subpart 13.5, as supplemented with additional information included in this notice. This announcement, DG133C06RQ0837, constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Heritage Week Committee requires the services of a contractor to design, construct and oversee the installation of a specialized version of the ?Treasures of NOAA?s Ark 2007? exhibit to be displayed at NOAA?s Silver Spring campus from February 5 ? 14, 2007. The Government contemplates issuing a firm fixed price purchase order with a period of performance of approximately six (6) months from date of award. Funding is contingent on availability. The award will be made on a best value basis. Evaluation factors are: 1) Approach - management and technical demonstrating offeror?s understanding of the requirement and proposed methodology 2) Quality of Personnel - experience 3) Past Performance - relevant experience with NOAA and similar work - quality of experience; and 4) Price - price each activity - include labor categories and rates per hour The purchase order will include provisions and clauses in effect at time of award. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2, Evaluation ? Commercial Items. The Government may award a purchase order to the responsible offeror whose offer conforming to the solicitation/statement of work will be most advantageous to the Government, price and other factors considered. Offerors must include a completed copy of Offeror Representations and Certifications, FAR 52.212-3, along with the offer. FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there are no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following additional clauses are applicable to this acquisition: FAR 52.204-7, Central Contractor Registration; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam era; 52.222-36, Affirmative Action for Workers with Disabilities; 52-222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.249-2, Termination for Convenience of the Government (Fixed Price) (Short Form) and CAR 1352.239-73- Security Requirements ? Information Technology Resources. Interested contractors are invited to review the attached Statement of Work entitled ?Heritage Week 2007 Exhibition and Related Outreach Activities,? dated 8/14/2006. Offerors must submit a complete response and should submit a quote which includes: 1) a narrative of no more than 10 pages describing how it intends to meet the requirement and describing how the work will be performed and managed, 2) firm fixed prices for each of the activities described in the statement of work. Pricing should include enough information to allow the Government to determine the realism and reasonableness of the price and 3) information regarding work performed on similar contracts (no less than 3), including name and address of client, contract number and amount, description of work, dates of performance and contact name and phone number. An original and four copies shall be submitted as well as the electronic version in MS Word. A one page letter shall cover the response signed by an individual authorized to commit the firm. STATEMENT OF WORK NOAA HERITAGE WEEK 2007 EXHIBITION AND RELATED OUTREACH ACTIVITIES August 14, 2006 BACKGROUND Executive Order (E.O. 13287), requires the National Oceanic and Atmospheric Administration (NOAA) and other federal agencies to inventory, preserve, and showcase federally-managed historic and cultural ?heritage? resources, and to foster heritage tourism in partnership with local communities and the private sector. NOAA has been working to preserve its heritage resources, from historic maps and charts to buildings and shipwrecks?and make them available through innovative programs and partnerships. To meet this requirement, NOAA requires the services of a contractor to design, construct and oversee the installation of a specialized version of the ?Treasures of NOAA?s Ark 2007? exhibit to be displayed at NOAA?s Silver Spring campus from February 5 ? 14, 2007. A major component of the 2007 exhibition is the incorporation of the 2007 NOAA 200th Celebration of Coast and Geodetic Survey?s contribution to our nation and NOAA. Heritage Week Treasures of NOAA?s Ark will function as the kickoff keystone event for the 2007 NOAA 200th Celebration. ACTIVITIES The contractor shall provide the following services: o Design, construct and oversee installation of a specialized version of ?Treasures of NOAA?s Ark? incorporating key design elements from Heritage Week Treasures of NOAA?s Ark 2005 and 2006 o Design and build a creative exhibit that incorporate both the Heritage Week Treasures of NOAA?s Ark already established look and feel and elements of the 200th Celebration o Provide a new design concept of Treasures of NOAA?s Ark exhibit which incorporates the NOAA 200th elements. This is to mean a design significantly changed (75%) from 2005 and 2006 ?Treasures?, but maintaining some (25%) of the presentation elements from 2005 and 2006. Treasures 2007 shall maintain the general look and feel established in the prior two years. Contractor shall develop creative new ways of presenting NOAA artifacts that differ in size and shape, e.g. from a pocket watch to a scientific instrument measuring 3-feet by 5-feet or larger, to a replica of a geodetic survey scene. o Build or assemble the actual exhibit on site at NOAA?s campus in Silver Spring, Maryland. o Recommend, design, and produce certain education materials specific to enhancing the Heritage Week experience for NOAA employees and the community at large. NOAA staff will provide contractor with specific information that will greatly aid in the development of these materials. These materials will feature, and be designed to, excite the public about the NOAA Heritage web address and the NOAA homepage address. NOAA intends to display approximately 200+ artifacts, memorabilia, heritage items, and other material in the 3600 square-foot NOAA Science Center during Heritage Week 2007. The area the contractor has to work with is approximately 60 feet by 60 feet with 20-foot high ceiling. Contractor is not required to use this entire space, however, the final design must be able to display up to 200 artifacts. A complete lists of artifacts will not be immediately available, as the staff is still compiling the list from existing inventory. Contractor will provide the Heritage Week Committee with a concept in drawing or three dimension form and one revision?if requested but may not be necessary. Structures can be made of any materials the contractor deems appropriate, however the structures must be sturdy and secure for both the safety of visitors and the artifacts. Artifacts will range in size and scope from 8? x 10? photographs to a 9 foot by 12 foot replica of a early 19th century weather station with instruments and furniture. The majority of artifacts will be small instruments and equipment and various documents. Contractor shall: o design and fabricate or have fabricated a total exhibit based on 75% new ideas (NOAA 200th Celebration) and 25% previous successful elements. In total, the exhibit will maintain the established Treasures of NOAA?s Ark theme (look and feel) o provide an exhibit design that provides space/housing to accommodate 200+ artifacts o provide a six speaker sound system?four speakers for music, two speakers for sound effects with music and sfx to be independently controlled, two CD players, one wireless mic, one tethered mic, and control panel for all. Lighting package to include the gelling of 112 6-inch existing ceiling lights (20 foot ceiling), three lighting trees with four lights each to create a variety of moods from seashore to desert, 25-30 pin lights to highlight artifacts NOAA staff will remove all artifacts and heritage items and will be fully responsible for their safe care. The contractor shall be required to dismantle and remove the exhibit to include all set pieces, floor, wall, and ceiling treatment, and any other elements of the exhibit. The Treasures of NOAA?s Ark Exhibit must comply with applicable provisions of the Americans With Disabilities Act regarding access. BANNER UP GRAPHICAL DISPLAYS ?Silver Spring The contractor shall design the graphics for ten 30-inch x 70-inch banner up type displays in common use at NOAA. The roll up graphics shall be adjunct to the larger exhibit and will be considered as part of the education information associated with the overall Heritage Week exhibition. The contractor shall work with the Heritage Week Committee to establish the content of the roll ups. The contractor shall provide 10 different roll up displays for use with the exhibition. These ?banner up? displays shall be designed in such a manner that they can be used independently of Treasures of NOAA Ark display. NOAA will provide graphic images and text. Contractor will provide layout, design, and production. Contractor is invited to recommend that banner up displays not be used and proved NOAA Heritage Week Committee staff with alternatives. SIGNAGE The contractor shall design, layout, and produce appropriate signage and banners to inform NOAA employees of the event. The signage shall consist of: (quantity) (15) 24?x 36? posters mounted on foam core or other recommended backing, or poster can be heavy material and laminated. (15) posters as above but laminated instead of foam core backing. PERIOD OF PERFORMANCE The period of performance shall be from September 18, 2006 through March 31, 2007. SCHEDULE OF DELIVERABLES o Opening day for Heritage Week 2007 Treasures of NOAA?s Ark Silver Spring is Monday, February 5, 2007. All elements must be completed and on site at for each opening day. TREASURES OF NOAA?s ARK ? SILVER SPRING o Exhibit design concepts for Treasures Silver Spring due October 30, 2006. o Construction of ?new? elements for Treasures completed by January 23, 2007 (for final inspection and acceptance by NOAA Heritage Week Committee) o Ddesign concepts for signage, banner up displays, and exhibit placards are due November 1, 2006. o Banner up displays completed/produced by January 3, 2007. o Exhibit elements in place (Move in date) February 3 and 4, 2007 Silver Spring.
