Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Office of Habitat Conservation?s Habitat Protection Division implements many NOAA/NMFS mandates, including the essential fish habitat (EFH) mandates as outlined by the Magnuson-Stevens Fishery Conservation and Management Act, ecosystem-based principles as envisioned by Congress and agency leaders, and cooperative approaches to habitat protection. The requirement is for the contractor to provide vital services to the NOAA, NMFS such as researching information, preparing reports, writing position statements, doing presentations, technical and outreach documents, and other communication instruments. The contractor shall perform the following tasks: 1) inventory and map areas where fishery management councils? have closed or restricted fishing to protect habitat to provide a comprehensive examination of spatial management under the EFH mandate, 2) contribute to a variety of outreach products and tools including assisting with the maintenance of the EFH website and producing one-page ?success stories? 3) track fishery management council actions for EFH implications. 4) Assist in national EFH consultation and policy development and 5)to provide support to headquarters review of liquid natural gas applications. The contract period will be from the date of award through March 2007. The budgeted amount for this requirement is based upon approximately half a full-time equivalent. The resulting purchase order shall be negotiated on a firm fixed basis. The award shall be made on a best value basis using simplified acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The evaluation factors, although relatively equal, are listed in order of importance: (i) approach, (ii) past performance, (iii) price. The following clauses will apply to the resultant purchase order: FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Mario Checchia, NOAA Acquisition Division, 1305 East West Highway, Room 7141, Silver Spring, MD 20910, to be received no later than 12:00 pm Silver Spring time, September 6, 2006.
