- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. This request for quotation (RFQ HC1021-06-T-2044) is being issued by DITCO-EUROPE, Unit 4235, Box 375, APO AE 09136-5375. The RFQ document and incorporated provisions and clauses are those in effect through FAC 2005-11 and DAC 91-13. The proposed full and open competition acquisition will result in a Firm Fixed Price commercial item type contract. NAICS code 335999. Description of requirement: The government has a requirement for Eltek Energy rectifiers. The contract will include the following CLINs: Item 0001, Flatpack 1500 Modular Rectifiers 48 V, part number 241114.100, brand name Eltek Energy required QTY: 3, Item 0002, Flatpack 1500 Chassis 1U Distr., 1U for up to 2 Modules, PG, part number 505811, brand name Eltek Energy required, QTY: 1, Item 0003, Circuit Creaker 30 A, part number 502657, brand name Eltek Energy required, QTY: 2, Item 0004, Circuit Breaker 10 A, part number 1125230110, brand name Eltek Energy required, QTY: 2, Item 0005, Eltek blank, brand name Eltek Energy required, QTY: 1, Item 0006, Shipping and Handling, 1 lot, Delivery shall be made no later than 30 days after receipt of order unless otherwise stated on quotation. All FAR and DFAR clauses can be obtained at http://farsite.hill.af.mil/. Brand name Justification is below: BRAND NAME DOCUMENTATION (For Under $100K) 1. Identify the DISA activity acquiring the product or service and the geographical area. USAFE CSS/SCML, Germany 2. Describe the supplies and/or services being procured. The items being procured are Eltek Energy Direct Current Rectifiers and associated supporting equipment including the following: thirty (30) amp circuit breakers, ten (10) amp circuit breakers, one (1) distribution chassis, and one (1) chassis cover to convert alternate current (AC) power to direct current (DC) power. 3. Provide the rationale, supporting the brand name acquisition. Justify the use of Brand Name only. The requested equipment is part of an ongoing MAJCOM-wide TCF Modernization Program and will be an extension of 20 previously purchased and installed pieces of equipment throughout the European theater. As such, award of another brand would result in substantial duplication of costs to the Government that is not expected to be recovered through competition. These costs include re-engineering, re-certification, additional equipment for spare and retraining of Government personnel on newly acquired non-standard equipment. Therefore, the purchase of other brand equipment would add unforeseen costs to the overall TCF Upgrade Program. The Eltek product ensures consistency in the design, continuity of training, ease of use and interoperability. If expertise is the basis for the brand name determination, structure the justification as follows: a. Explain why a particular expertise or level of expertise is critical to this acquisition. N/A b. Provide evidence that the contractor is the only source, and possesses the required expertise. N/A c. Describe or explain the impact in terms of feasibility, time, and cost of educating another contractor to reach an equivalent level of expertise. N/A 4.
