- NASA/LaRC has a requirement for the following software: Smart Office eReporter II - 7 ea Smart Office General Data Acquisition - 7 ea Smart Office Throughput - 5 ea Smart Office Post Processing - 5 ea Smart Office Advanced Model Analysis - 4 ea The period of performance for the software and maintenance is for 1 year plus four 1-year option periods. NASA/LaRC intends to purchase the items from M+P International, Inc. The I-DEAS software currently in use at NASA LaRC is no longer supported, but is compatibile with the Smart Office software that is supported by M+P International, Inc. By migrating to the Smart Office software, NASA will ensure compatibility with the I-DEAS software data files currently in use, preserve LaRC's investment in VXI and PXI data acquisition hardware, and the new software meets the technical requirements indicated below. The following is required of the software: ? Fully native code to Microsoft Windows environment. Operates under MS Window NT, 2000, and XP and future Microsoft operating systems. ? Single software installation with all necessary components. No third-party emulators required. ? VibLink to connect Smart Office with M+P VibControl, VibControl for Progressive Wave Tube (VibControl/PWT), and Acoustic Control Systems. The SAB and SITB currently own one license of VibControl (software valued at $39,500), one license of VibControl/PWT (software valued at $23,450), and one license of Acoustic Control (software valued at $50,000). This is a critical element for qualification testing required for both the Exploration and Fundamental Aeronautics program elements. - VibLink will trigger measurements on VibControl, VibControl/PWT and Acoustic Control systems via TCP/IP network connection from Smart Office, and vice-versa. ? Configurable data acquisition within the provided visual interface without resorting to any programming environment. ? Fully integrated support for VXI Technologies/Agilent/Hewlett Packard 1432A, 1432B, 1433B and 1434A measurement and source hardware using MXI-2, MXI-4 and Firewire interfaces. The SAB, AB, SITB collectively own 388 channels of the above at a replacement value of roughly $322,800, excluding mainframe and interface modules. Future applications requiring LAN-distributed measurement systems additionally require support for the EX2500 Ethernet interface. ? Fully integrated support for National Instruments PXI 4472B and 6733 measurement and source hardware using MXI-2, MXI-4 and PCI Express interfaces. The SAB, AB, SITB collectively own 364 channels of the above at a replacement value of roughly $181,400, excluding mainframe and interface modules. ? Fully integrated support for the following source types on both VXI and PXI (using MXI-2, MXI-4 or PCI Express) hardware: Burst random, random, sine, chirp, arbitrary waveform, periodic random, stepped sine. ? Fully integrated support for up to 512 input channels of 1432A, and up to 512 input channels of PXI 4472B (not both at the same time). The SAB, AB, and SITB regularly share common hardware to accommodate very large channel count tests. ? Up to 7 days of on-site installation and training support at no additional charge. ? Single graphical user interface regardless of measurement hardware. ? Fully integrated support for multiple import filters including: - HP/Aglient SDF files - I-DEAS Pro files (*.uff, *.unv, *.ati, *.afu) - M+P VibControl, VibControl/PWT and Acoustic Control files (including ver. 2.9) - Matlab (*.mat) - SONY SIR-1000 recorder (*.LOG/*.BIN) files - Excel Worksheet (*.xls) - NASTRAN PCH files ? Full Visual Basic compliant software allowing local customization ? Built in Matlab support to allow algorithms to be run from within Smart Office environment. ? Throughput to PC disk and post-processing options. ? Advanced modal analysis option. ? Customizable Active-X report generation. The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 5, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
