Description
NASA/Kennedy Space Center (KSC) has a requirement for various digital video equipment supplies consisting of chassis and modules to replace the current legacy wideband Plessey Corning Optronics System (PCOS) at KSC. This requirement will provide upgrades to the Digital Video Transmission System (DVTS) and maintain spares for the life of the system. Descriptions of supplies required are below. Ventura SC 15 db Attenuator ATT-SC-15 40 EA NASA/KSC intends to purchase the items from Video Products Group (VPG), Camarillo CA pursuant to 10 U.S.C. 2304(c)(1). This is a sole-source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the product that will satisfy the center's requirements. This PCOS was based on specifications written in 1980s by KSC to meet the video and data requirements. The system continues to be supported by (VPG) which has migrated to digital transmission technology in keeping up with current technology standards. The DVTS interfaces with the legacy data system which must have a one for one wideband transmission replacement to control KSC?s overall upgrade transmission cost. VPG also offers new technology transport in addition to legacy replacement. VPG infrastructure is currently installed on KSC as the DVTS which integrates with our optical patching and repeating system. Employing hardware from another manufacturer would be incompatible with the existing wideband transmission infrastructure and capabilities would be greatly reduces. This system is based on Coarse Wavelength Division Multiplexing (CWDM) study performed in 1998 by KSC as a feasibility study to reduce the fiber plant resource utilization resulting in cost savings to the Government. The Government intends to acquire a commercial items using FAR Part 12. Interested firms other than the sole source cited shall submit in writing to the identified point of contact, their qualifications/capabilities, providing a description in sufficient detail to show that the product offered meets the Government's requirement to the identified point of contact not later than 4:30 p.m. local time on September 01, 2006 at NASA/Kennedy Space Center, Attn: Marco Pochy, OP-OS, Kennedy Space Center FL 32899, fax to (321) 867-1188, or e-mail to marco.l.pochy@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
