Description
NASA/GSFC has a requirement for CAVE full membership with a period of performance of September 1, 2006 through August 31, 2007 and the CAVE affiliated member research project. NASA/GSFC intends to purchase the items from Auburn University only. The CAVE performs research into technologies of interest to NASA as well as the automotive industry. NASA has been a member of CAVE for the past five years and has benefited in particular from the research into area array packaging and lead-free solders.The area array packaging research resulted in a series of models which can be used by NASA designers to select options to enable reliable performance in our often difficult thermal cycling environment. On-going work we wish to support will expand and refine these models to cover additional package style and size. There is only one other consortium that offers opportunities for high reliability, electronic assembly technology research and that is CALCE consortium at the University of Maryland and NASA is currently a member. Authority is 10 U.S.C. 2304(c)(1) Only one responsible source. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
