- Naval Surface Warfare Center, Port Hueneme Division, Louisville Detachment is soliciting for engineering, technical and administrative services that require access to TOP SECRET Sensitive Compartmented Information (TS/SCI). The Statement of Work (SOW) containing a full description of the required services is classified. Offerors wishing to participate in this competition shall respond to this announcement and supply the required security information to receive the classified SOW. No additional information regarding this requirement is available at the unclassified level nor will the government respond to any questions regarding this requirement until offers have met the security qualifications. OFFERORS WHO WERE NOTIFIED THAT THEY MET THE SECURITY REQUIREMENTS OF THE SYNOPSIS ANNOUNCEMENT OF 5/19/06 ARE INVITED TO RESPOND TO THIS ANNOUNCEMENT. OFFERORS MUST AGAIN SUPPLY THE REQUIRED SECURITY INFORMATION STATED BELOW. FAILURE TO DO SO WILL RESULT IN THE OFFEROR NOT RECEIVING THE CLASSIFED SOW In order to be eligible to participate in this competition, offerors shall meet all the following requirements as of the date of submission of their response to this announcement: (1) Have a Defense Security Service (DSS) issued facility clearance providing for TOP SECRET personnel clearances and SECRET safeguarding. Such facility clearance shall be unrestricted, that is, not be under a special security agreement or have any restrictions on access to TOP SECRET, communication security systems, cryptographic materials and equipment, Restricted Data, or SCI (2) Have an appointed Contractor Special Security Officer (CSSO) (3) Have sufficient number of TS/SCI cleared (or immediately eligible) personnel. Respondents shall submit the following required information directly to the designated Special Security Representative for validation of respondent's qualifications: (1) For the facility to which the proposed SOW would be sent submit the following: (a) Cage Code, (b) Legal Name,! Known Name (if different), (c) Physical Address, (d) Level of Clearance (personnel clearances authorized must be TOP SECRET), (e) Storage/Safeguarding Level (Shall be SECRET or above), (f) Status of Clearance (shall be active), (g) Facility Security Officer Name/Phone, (h) classified mailing address, (i) responsible DSS office location and (j) DSS Industrial Security Representative - name/phone. (2) A copy of the CSSO designation letter. If the designation letter is not government issued then Offerors shall also include objective evidence of the government authority to make such a designation. (3) A listing (name, Social Security Numbers and date of birth) of a minimum of six and no more than 25 technical and/or management personnel that are current employees of the respondent that are currently listed as SCI (DCID 6/4) eligible in the Joint. Personnel Adjudication System (JPAS) and who have a favorably adjudicated Single Scope Background Investigation (SSBI) that is less than 5 years old or is less than 7 years old with a current investigat ion in progress. The above data shall be sent via mail or other carrier to: Special Security Representative, Naval Surface Warfare Center, 160 Rochester Drive, Louisville, KY 40214-2685. The above address is approved for receipt of classified material up to the SECRET level. Offerors may contract the SSR at (502) 608-8964 if a higher-level submission is required. The SSR will not respond to any questions except the mechanics of transmitting a higher level classified submission. Offers meeting the security requirements will receive the classified Statement of Work. No sponsorship for access to SCI or other classified information, beyond supplying the classified SOW, will be provided as part of this acquisition. The government will not respond to questions regarding this requirement until offerors are approved to receive the classified SOW by the security authorities. Responses (security information) are due within 15 days of this notice. Early respondents may receive the SOW sooner. Offerors full proposals are due within 45 days of this announcement. Offerors receiving the SOW but not awarded a contract shall return the classified SOW and any classified proposal material generated to the designated government representative.
