- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicita tion Number W912EE-06-T-0058 is being issued as a Request For Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2 005-11 under NAICS Code 334519 (FSC 6655) with number of employees not exceeding 500. This procurement is 100% set-aside for small businesses. The US Army Corps of Engineers Vicksburg District, Hydraulics Branch has a requirement for data collection equip ment. This procurement may be quoted by filling in the blanks under each line item below. Must have GPS time management Must have a means to setup and test the unit from a PC or PDA . Must allow non SDI-12 sensors to interface to the system. Terminal block connector should provide interface for SDI-12 sensors with individual wires. Must have Binary or ASCII data format Selectable data order Scan or Channel Must provide High Data Rate GOES Radio with internal GPS time clock. Sealed watertight enclosure Data must be stored on an internal nonvolatile Flash Eeprom The amount of internal memory must b e upgradeable to at least 64 Megabyte. Must have a means to setup and test unit from a PC also. Must provide math operations for trigonometry, logarithmic and other general math operations. Must be able to act as both a data logger and a sensor for SDI-12 Data loggers. Must provide a windows version program for setting up logging / GOES transmitting for Data Collection Platforms using a PC. The Contractor shall submit the following information with his quote: 1. A completed copy of the above listed Line Items with the appropriate blanks filled in. Award shall be made to the responsive and responsible offeror whose quote is determined to offer the lowest price, technically acceptable quote to the Government of those offerors who are able to furnish all of the equipment listed above. Quotes should be on an all or nothing basis, meaning that only one award will be made for all required items. Award will not be made to any offeror who is unable to supply all required items. The Clause 52.212-2, EvaluationCommercial Items is applies to this acquisit ion. Offeror shall submit with his/her quotation sufficient technical literature, brochures, etc. to enable the Government to determine that the items offered are technically acceptable.
