Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a solicitation, and proposals are being requested. A written solicitation will not be issued. This acquisition is issued as a Request for Proposals (RFP). The combined synopsis/solicitation number is HSCGG1-06-R-3WK171. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 effective 08/04/2006. The associated North America Industry Classification System (NAICS) Code is 333120 and the Business Size Standard is 750 employees. The Government contemplates award of a firm-fixed priced contract resulting from this combined synopsis/solicitation. CLIN0001 1 ea. 35 Ton Mobile Crane. Shall meet or exceed all the requirements and salient characteristics listed in the specifications. Specifications are available by email requests only, John.A.Brezinski@uscg.mil . Telephone requests will not be accepted. Acceptance shall be at destination. Please state minimum delivery time after receipt of an order from the Coast Guard. Shipping shall be FOB Destination. Delivery shall be to the U.S. Coast Guard, ISC Boston 427 Commercial St. Boston, MA 02109. The following clauses will be incorporated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment 52.212-4 Contract Terms and Conditions Commercial Items, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The government reserves the right to make an award without discussions. The provision 52.212-2 applies to this solicitation. The technical evaluation will be a determination as to quality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as catalog cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and technical factors considered in equal proportions. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. The clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
