(DOE M&O Contractor), Sandia National Laboratories, 7011 East Avenue, P.O. Box 969, Livermore, CA 94551 Opportunity Lawrence Livermore National Laboratory (LLNL), operated by the University of California under contract with the U.S. Department of Energy (DOE), and Sandia National Laboratories (SNL), operated by Sandia Corporation under contract with DOE, are seeking industrial partners to commercialize LLNL/SNL's portable autonomous bioagent detection system ? BioBriefcase and to cooperate with LLNL/SNL team on the final design, manufacture and commercialization of the BioBriefcase. This announcement is a modification of previously published FBO 126-06. Background Lawrence Livermore and Sandia National Laboratories are partnered to produce a compact, multiplexed, autonomous, broad-spectrum bioagent detector for the U.S. Goverment. The BioBriefcase is being designed to monitor the environment and provide ?detect-to- treat? capability for civilian applications, and could be deployed to upgrade the current system of bioaerosol monitors that were deployed under the BioWatch program. The BioBriefcase features rapid response, multiplexing capability, small reagent consumption, and relatively low cost, with high sensitivity in a short response time. This technology is being evaluated by the Government under the consideration of further funding opportunities for the next stage of research and development. The success of this technology may result in significant federal procurement to manufacture BioBriefcase for the government. Description Currently, LLNL/SNL are seeking one or more industrial partners with proven experience in Homeland Security technology to work with us on the continued development and testing of the BioBriefcase, and to provide a clear path to commercialization through product development and manufacturing. The partners will fund collaborative R&D under a Cooperative Research and Development Agreement (CRADA) to work on design improvements, optimization for manufacturing, technology maturation, Quality Assurance and related commercialization issues. To compete successfully for this opportunity, companies must demonstrate expertise in biochemical assays (including DNA analysis); must have a demonstrated capability or credible plan to manufacture >1000 instruments per year; must ensure substantial US manufacturing; must have experience in manufacturing, marketing and distributing of relevant devices in the homeland security or defense market; must have demonstrated capability to produce analytical instrumentation with a list price of >$10,000 for chemical/biochemical analysis that includes wetted fluid paths; must have demonstrated capability or credible plans to supply consumables for the support of thousands of fielded instrumentation biochemical analysis; must have demonstrated ability to provide training, service and support of analytical instrumentation for chemical/biochemical analysis in the US market. We expect partners to invest in joint development and exploit commercial markets for sales of the BioBriefcase in addition to sales to the government that may result from federal procurements. We therefore expect partners to license intellectual property, including the payment of licensing fees and royalties based on commercial sales.
