Description
The United States Government, represented by the U.S. Agency for International Development (USAID) is seeking (Standard Form 171's or 612?s) from U.S. citizens interested in providing the PSC services summarized below and detailed in an attachment to this notification. DESCRIPTION: The Development Outreach Communications Specialist (DOCS) supports USAID Regional Development Mission/Asia (RDMA), Bangkok, Thailand, in the achievement of its objectives by producing and disseminating public information about the Mission?s activities in the region in order to educate and promote better understanding of USAID programs for both regional and American audiences. The DOCS is responsible for collecting, investigating, managing and distributing information associated with the USAID foreign assistance program in the region. The DOCS serves as the Mission?s primary point of contact and liaison for information requests. The DOCS? recommendations on development outreach will assist Mission management in making policy decisions. The DOCS also collaborates closely with the technical offices and implementing partners in developing and implementing the Mission?s overall Communication Strategy. S/he maintains regular contact with and collaborates with the U.S. Embassy Public Affairs Officer (PAO) to ensure that Embassy personnel are properly apprised of USAID public activities and projects. S/he also serves as principal liaison with the Agency?s Legislative and Public Affairs Bureau in Washington (USAID/W). BACKGROUND: USAID/RDMA, which opened in Bangkok, Thailand in June 2003, manages regional and country-specific programs in mainland Southeast Asia (Burma, China, Laos, Thailand and Vietnam) as well as HIV/AIDS and environmental programs that extend east into the Pacific and west into South Asia. RDM/A also serves as the regional hub for services including contracting, administration and disaster response. A strategy was approved for RDM/A in FY 2005, which re-focuses the program into four strategic objectives (plus a separate strategic objective for tsunami assistance) in fiscal year 2006. The Mission portfolio includes a broad range of economic growth, democracy, health and social program activities. The mission also plays a key role in the USG tsunami response and leads the USG?s participation in development of a tsunami early warning system. SUBMISSIONS: Submissions shall be in accordance with the full solicitation notice. Preferred method of submission is via email. Email submissions shall be sent to: etanpiengco@usaid.gov. Applications, which shall include salary history for the prior three years and the names and contact points (telephone/fax numbers, email addresses) from at least two references with knowledge of the applicant's prior work skills) may be faxed, mailed, emailed, or hand-carried . If an applicant does not have ready access to a Form 171 or 612, the same information may be initially submitted in resume form, so long as the items stated earlier in this paragraph are covered. Late applications may be considered at USAID's sole discretion. The award of a contract hereunder is subject to the availability of funds. Only short listed candidates will be contacted.
