- This procurement is for an Indefinite Delivery Contract for Architect-Engineer services within the jurisdiction of the Norfolk District Corps of Engineers and the North Atlantic Division, Corps of Engineers. This contract is intended to provide prof essional engineering and consulting services in support of the execution of the Center of Standardization (CoS) Program assigned to the Norfolk District. The primary focus of this contract will be to assist and consult with the Norfolk District in-house staff in preparing standardized design modules as well as implementing a plan and program to maintain, manage, and coordinate those modules. The work may involve standards development, process development and refinement, individual project planning, conc ept design preparation, final design preparation, charettes (all types, planning, design, informational), development of request for proposal documents (design-build), cost estimates, construction schedule development, etc. The MAJORITY of the work expect ed to be executed through this contract will be participating in the development of standardized designs and design modules for facilities assigned to the Norfolk District CoS. This objective shall be achieved through the implementation of task orders issu ed under the terms of this contract for all of the herein described tasks or additional tasks described in specific task orders. The contracts will be acquired in accordance with PL 92-582 Brooks Architect-Engineer Act, 40 U.S.C. 541 and FAR part 36. The total contract for the base period plus two one-year option periods shall not exceed $3,000,000.00. The selection process and award of a contract under this Federal Business Opportunities (FBO), announcement shall be subjected to the prohibitions and rest rictions of the Federal Acquisition Regulation (FAR), subpart 9.5, Organizational and Consultant Conflicts of Interest. SUBCONTRACTING PLAN REQUIREMENTS: IF the AE selected is an Other than Small Business concern, the A-E shall be required to submit a subcontracting plan with the final proposal as required by FAR 52.219, Small Business Subcontracting Plan. The U.S. Army Corps of Engineers consider the following goals reasonable and achievable: Small Business: 57.2% of planned subcontracting dolla rs: Small Disadvantaged Business: 10% of planned subcontracting dollars: Women Owned Small Business: 10% of planned subcontracting dollars: Service-disabled veterans: 3% of planned subcontracting dollars and Hubzone: 3% of planned subcontracting dollars. PROJECT INFORMATION: Norfolk District, as one of eight Centers of Standardization for the U.S. Army Corps of Engineers is currently assigned the following facility types: Dining Facility, Military Entrance Processing Stations, Criminal Investigation Com mand Facility, General Instructional Buildings, Classroom XXI, Information Systems Facility, Troop Issuance and Subsistence Activity Center, and Army Family Housing. Consultant will provide support, advice, guidance, and technical information to assist in the development of standard practices and design procedures which address a large program of similar facility types. SELECTION CRITERIA: Criteria for selection, in order of importance, (first by major criterion and then by each subcriterion). Criteria a-e are primary and criteria f-h are secondary and will only be used as tie-breakers among technically equal firms. a. Specialized experience and technical competence of the firms and consultants in: (1) Development of standard designs, practices, and processes for repetitive facilities; (2) Demonstrated experience maintaining and managing a standard design program fo r at least three years for a large commercial client; (3) Design of new and rehabilitation of existing facilities, also, of various types and sizes similar to the facilities assigned to Norfolk District CoS; (4) Preparation of requests for proposal for de sign-build construction contracts for projects; (5) Performance on similar task order contracts of this type; (6) Analysis and implementation of the Armys Sustainable Project Rating Tool (SpiRit) or similar systems such as Leadership in Energy and Environmental Design (LEED); (7) Methodologies to deal with the locality of specific projects including geologic features, climatic conditions, and local construction methods and obtaining permits, etc; (8) Use of automated design systems such as M-CACES, CADD, SPECSINTACT, and DrChe cks. b. The firms must have professional qualifications, either in-house or through consultants, in certain key disciplines. Registered and licensed professional engineers and architects are required for the following disciplines: architect, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, as well as suitably experienced staff with qualifications as project manager, communications engineer (RCDD), interior designers, food service designer, cost estimato r, and scheduler. The fire protection engineer shall be a registered professional engineer, have a minimum of five years experience dedicated to fire protection engineering, and one of the following: (a) a degree in Fire Protection Engineering from an acc redited university, (b) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination, or (c) be registered in an engineering discipline related to fire protection. The evaluation of these discip lines will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the potential of expedited schedules for multiple, large task orders. c. Experience producing quality designs and managing standard designs for large clients will be evidenced in a firm's design quality management plan (DQMP). The DQMP should include an organization chart and briefly address management approach utilized to manage a standard design program, standards team organization, standard design quality control procedures, standard design cost control, coordination of in-house disciplines and subcontractors. The evaluation will also be based on established ACASS rat ings and other credible documentation included in the firms qualification statement. d. Past performance on DOD and other contracts with respect to quality of work, cost control, compliance with performance schedules and past subcontracting plans (as applicable) will be considered. Information should include a chart or table showing rec ent or current projects, estimated construction cost, actual construction contract cost, estimated construction duration, actual construction duration. At least five recent projects should be included. e. Capacity to complete task orders within the specified contractual time period will be considered. The experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines will be taken into account. f. Extent of participation of small businesses including woman owned small business, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team will be measured as a percentage of the total estimated effort. g. Location of the firm in the general geographic area of the North Atlantic Division is desired, provided that the application of this criterion leaves an appropriate number of qualified firms given the nature and size of this project. h. Volume of DoD contract awards in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms, including small business social economic firms and firms that have not had prior DoD contracts , which will only be considered when used as a tie-breaker.
