- This is a sources sought announcement only for purposes of conducting market research. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Directorate of Contracting, Fort Stewart, GA. is c onducting market research to determine the extent of small business sources capable of performing as prime contractors on a cost-plus-award-fee contract to provide installation operations, maintenance, and support services in 10 different functional areas. These areas include: self-help equipment and supply center; facilities and equipment; pest control; grounds maintenance and surfaced areas; refuse collection and disposal; water supply and distribution systems; wastewater collection and treatment system s; central energy plants, steam, high temperature hot water and chilled water distribution systems; natural gas and liquid propane systems; and project work. The contractor who is awarded the contract will be required to furnish all necessary heavy equipm ent (e.g. refuse truck, earthmoving scraper, loader scoop). The Directorate of Public Works Operations, Maintenance, and Support services shall be performed at Fort Stewart and Hunter Army Airfield, GA. The North American Industrial Classification System (NAICS) code for this acquisition is 561210 and the small business size standard is $32.5 million. No inherently governmental functions will be included in this requirement. The Government will not reimburse any concern for any information that is submi tted in response to this Sources Sought request. Any information submitted is voluntary. All interested business concerns are required to respond to this sources sought announcement via email by September 6, 2006, 2:00 p.m. eastern standard time. The in formation provided in response to this sources sought announcement will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from Small Business concerns do not support capability to perform as a p rime contractor in all functional 10 areas, the final acquisition strategy may provide for this requirement to be competed on an unrestricted basis using full and open competition. Following is a list of questions to be answered in response to the Market Survey. Provide company name, address, POC, telephone number, and email address. (1) North American Industry Classification System (NAICS) code 561210, Operations and Maintenance Support Services with size standard of $32.5 m. Based on this standard, do you consider your company a large or small business (2) Does your company engage in the business of providing Operations and Maintenance of a Public Works Directorate or portion thereof? (3) If so, please list the specific types of tasks/services provided. (4) List any contracts your company is currently performing that would be considered the same or similar to this effort (size, scope, complexity), as well as those you have completed within the last three years, including contract type, dollar value, and references with name and phone number. (5) Is your company performing these efforts successfully? (Indicators of successful performance are percentage of earned award fee, favorable past performance ratings, and the absence of Contract Discrepancy Reports, deductions, cure/show cause notices, or option periods not exercised.) (6) Were contracts listed under item #4 won competitively? If not, list those that were not won competitively. (7) For the contracts that were awarded to your company, did you meet the solicitations competitive range criteria? (8) Was award for these contracts made under formal source selection procedures? (9) Does your company normally compete as its own business entity or as a joint venture when competing for this type of contract? (10) On the average, what percentage of the total effort does your company normally subcontract for this type of work?
