Description
This procurement is set-aside as a total small business set-aside. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification Systems (NAICS) code is 485410. This procurement requires the vendor to provide rental of four buses to provide seating for a minimum of 40 adult passengers per bus with all four buses being able to transport 172 adult passengers. The Government may negotiate up to two additional buses to the contract during the period of performance of the contract. The Government may cancel any bus above one rented bus with one days notice and may cancel the total contract with 30 days notice. The buses need at a minimum heat and if the bus breaks down or is in need of preventive maintenance, the vendor must furnish a loaner bus within one hour of notification. The price must include monthly off-center maintenance of the buses and a loaner must be furnished while a non-operational bus is being maintained. Regarding evaluation of proposal, interested parties are informed that even though price is an important selection criteria, a best value determination will be made based upon the offer that is technically acceptable and at the lowest price and will be made in accordance with FAR provision 52.212-2 Evaluation- Commercial Items. The offer must meet the following: (1) have the ability to provide four buses for simultaneous use with a minimum of 40 passengers per bus with all four buses being able to transport 172 adult passengers; (2) be able to provide loaner buses while buses are in maintenance or if a rented bus becomes non-operational; (3) provide a loaner bus within one hour of notification; and (4) price. Offeror?s are notified that the Government can cancel this rental at any time by providing 30 days written notice before the cancellation date. The solicitation has provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-12, effective on 4 August 2006. The Government intends to award on 1 October 2006. The period of performance for this service is from 1 October 2006 through 30 September 2007. The deliverable for Contract Line Item Number (CLIN) 0001 is the monthly rental price for each bus from 1 Oct 2006 ? 30 Sep 2007.
