Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Division of Acquisition Management (DAM), Program Support Center (PSC), is seeking sources for a 5 month contract, using simplified acquisition procedures. The objective of this contract is to evaluate the efficiency of the current technology systems employed by the Network administrator and the individual local centers and make recommendations to the Government on how to improve technology and reduce costs as the network expands and grows. Specifically, the Government seeks answers to the following questions: 1. Are there more efficient and cost effective technologies available for routing calls to independent centers within the network? 2. Are there technologies that the Government should be considering in order to be able to respond to VoIP calls, instant messaging, or other emerging communication technologies? 3. What equipment would be necessary to establish a uniform technology system across all crisis centers? 4. If the Government were to implement an ACD system, what it would take to implement such a system and could it be phased in over time? The contractor shall be responsible for but not limited to the following: 1. The contractor shall furnish, or subcontract for, all necessary labor and consultations, equipment and services, and perform the work described below. 2. All work under the contract shall be monitored by the Government Project Officer (GPO). 3. All data collected, materials and reports produced under this project shall be the property of the Federal Government, which includes the Center for Center for Mental Health Services (CMHS), and the Substance Abuse and Mental Health Services Administration (SAMHSA). The GPO may terminate the contract with a written 30-day notice, if at any time during the contract period the tasks are not completed in a satisfactory or timely manner. The contractor shall meet with the GPO to discuss the project?s objectives and develop a specific workplan. The contractor shall develop a workplan based on Task 1 and submit to the GPO for approval. The contractor shall contact the National Suicide Prevention Lifeline network administrator to gather information on routing technology and structures. The contractor shall contact crisis centers to evaluate system capacities at the local level. The contractor shall provide independent recommendations to the Government on possible routing technologies to improve the efficiency of the system as it expands crisis centers and to prepare for incorporating emerging voice technologies. This report will include estimates of costs for equipment, installation, training, maintenance, and management as well as carrier fees. This report should also discuss whether recommended options can be phased in over time or must be implemented all at once. Task 1 - Meet with GPO.
