Description
The Government intends to solicit and negotiate on a sole source basis with Deborah Squires, Otway, North Carolina for processing of Otoliths. This work consists of : Process up to four hundred (400) otoliths from select species of fish, suitable for microstructural and/or Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis. The required criteria for microstructural analysis are that the core or primordial area of each otolith is microscopically visible and (daily) growth increments are visible through the polished surface; each section should be about 15 to 25 microns thick. Criteria for ICPMS analysis are similar, but may vary with individual species. The Government will provide epoxy-embedded otoliths, an isomet low speed lapidary saw, access to a dissecting microscope and hot plate, a variety of specialized implements and supplies and a work site. A college degree is not necessary but a degree in biology (which would include chemistry courses) would be beneficial. At least 10 years of experience is required. The work will be performed at the U.S. Department of Commerce, NOAA, CCFHR Beaufort Laboratory, 101 Pivers Island Road, Beaufort, North Carolina 28516. The period of performance is September 1, 2006, or date of award, whichever is later, through August 31, 2007, with an option for four additional years of performance. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is R499 and the NAICS Code is 541990, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. Deborah Squires is the only known source capable of performing the required processing. Ms. Squires has a combination of natural and acquired specialty skills in performing the required processing. It is critical to maintain continuity, constancy of methodology, data quality and reduction of errors in order for the otoliths to be valuable to the laboratory. Ms. Squires has already processed more than eight hundred dolphinfish otoliths for an ongoing study that began 2000. There are currently 108 of these left to polish. Some of these took three years to obtain and are very valuable. These samples are easily destroyed if over processed. She has also processed about two hundred larval red porgy otoliths. These are difficult to process because they are extremely small and easily destroyed if over processed. There are at least 50 additional larval red porgy samples to prepare. Otoliths from both of these species should be processed by the same individual in order to obtain the same orientation of sectioning and other aspects of preparation as well as data precision and accuracy. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. August 29, 2006 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required procesing. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
