- NASA/KSC has a requirement for the follow-on contract to NASA KSC IT, TechDoc support for a software maintenance contract for ten application servers hosting the TechDoc Document Management System, Records Management System and Metric Management Systems to support KSC, NSSC, SSC and other non-KSC NASA organizations. NASA/KSC intends to purchase the items from Prevo Technologies, Inc. This software maintenance support is not available from any other source. Prevo Technologies, Inc. has developed and possesses proprietary source code and architectural techniques that make up the core to this software system and its source code. They are the only organization that possesses expertise with the core software source code. Prevo Technologies, Inc. was the original creator of the work which is the core software source code. They have been the developer and maintainer of the source code for the initial prototype, the initial production version and subsequent production versions up to the current release, version 3.0. This makes Prevo Technologies, Inc intimately familiar with the proprietary source code and architecture requiring extension and new functionality. The Government intends to acquire a commercial item using FAR Part 13.5, the Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 8/28/06. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
