This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. This solicitation is a total small business set-aside, NAICS 333111, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Gateway National Recreation Area has a requirement/need for a agricultural type tractor to be used primarily for pulling/powering beach cleaning apparatus. Secondary functions include, snow plowing, and attaching various implements, such as; flail mowers, rakes, wood chippers, augers. The equipment must meet or exceed the following requirements: 100 gross engine hp diesel, 83 pto hp, 4 wheel drive, enclosed cab with heat/air conditioning, AG type tires, 3 hydraulic remotes, independent 540/1000 rpm pto, Power shift forward/reverse transmission, Category II three point hitch with fender mount remote control. Roof mounted strobe light, front counter weights (#800) 8' snow plow attachment. Operators, parts and service manuals. Delivery to Gateway NRA/Sandy Hook. Documents to be included proposal; Detailed item description, detailed specifications and options. Applicable warranty information. Support parts and service locations. 3 References of proposed equipment, delivered in last three years, preferably being used in similar applications.
