Description
NOTICE: SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES ONLY. Numbered Note 29. Project Name: Replace HVAC Units at Pinnacles National Monument. The Solicitation Number for this project is Q8450061021. The US Department of the Interior, the National Park Service, Pacific West Regional Office is soliciting proposals from qualified Service Disabled Veteran Owned Small Business firms for a firm-fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: removing and replacing five (5) heating and cooling units. Three of the units are roof mounted, one is ground mounted, and the fifth unit consists of a separate ground mounted cooling unit and an interior propane furnace. Additionally, there are three Optional Bid Items to convert the three roof-mounted units to ground-mounted units. The NAICS code for this project is 238220 and the small business size standard is $13.0 million. Contract duration is 60 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $25,000 and $100,000. This is a "Best Value" negotiated procurement: the Government will award to the technically qualified offerer with the lowest reasonable price. In addition to price, Offerors must qualify technically by providing proof of a California state issued license to perform this type of work and documentation of having performed installation, removal, and/or replacement of similar units in at least five of the past ten years. Site visits will be by appointment, subject to the Government's availability, approval, and ability to accommodate requestors, Monday through Friday, between the hours of 9am and 2pm from the date of the publication of this announcement through September 8, 2006 except Monday September 4, 2006. The site visit must be scheduled at least 24 hours in advance by calling (831) 389-4594. Those attending the site visits must provide their own ladder if viewing of the roof is desired. Those choosing to view the roof area do so at their own risk and such action attests that the contractor is fully insured by his firm for personal injury and property damage. The last day the Government will receive and/or respond to any questions regarding this project is 4pm Thursday September 7, 2006. All questions must be presented to the Contracting Officer in writing via mail, email, fax, or delivery. Offerers are advised that the site visit dates provide for the opportunity to view the area in advance of the issuance of the solicitation. Offerers must obtain and respond to the solicitation in accordance with the instructions in or accompanying the solicitation. The Solicitation and attachments will be posted electronically on or about September 2, 2006 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 10 days following the date of posting of the solicitation unless extended.
