Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F8N3CM6223A100, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. This procurement is a 100% Sma ll Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 541511 and the small business size standard is 23 million. The following commercial items are requested in this solicitation; Line Item 0001 QTY 1 U/I EACH, Provide an Emergency Notification System with the following specifications: -700 users, with expandability for the future ability to support 5 or more devices per user -users ability to modify their own info is preferred -10 or more administrator accounts to activate different notifications. -Remote (off site) activation capability must be compatible with AF and ANG firewall protocol requirements. -Text to voice capability to include all required hardware and software, including but not limited to block interface for telephone switch and server requirements. -Installation team -Training team or options -Backup solution if the system is not compatible with our current backup system. To include, but not limited to software, hardware, server requirements. -Annual maintainence agreements and monthly costs audit capabilities. System should be shipped 45 Days ADC, FOB: Destination for delivery to 157 ARW NHANG, 302 Newmarket Street Pease ANGB, Newington, NH 03803-0157. The following provisions and clauses ap ply to this acquisition: 52.232-18, Availability of Funds: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. The clause at FAR 52.212-4, Contract Terms and Conditions-Comm ercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The clause at FAR 52.224-1, Priva cy Act Notification and FAR 52.224-2, Privacy Act; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Re quired to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Con tractor Registration database at www.ccr.gov and shall be considered for award.
