Description
The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), intends to award a sole source indefinite delivery ??? indefinite quantity contract, with a cost plus fixed fee pricing arrangement, to Passport Systems, Inc. of Acton, MA. The contract will be awarded pursuant to the authority of FAR 6.302- 1. The contract is a follow-on procurement to the competitively awarded contract N66001-05-D-6011 with Passport Systems, Inc. Contract N66001-05-D- 6011 was awarded to Passport Systems, Inc. for their proposal in response to the Homeland Security Advanced Research Projects Agency Broad Agency Announcement 04-02 "Detection Systems for Radiological and Nuclear Countermeasures" issued on 30 January 2004. The follow-on contract will continue work initiated by Passport Systems under the competitive contract N66001-05-D-6011, and will permit the contractor to perform all systems engineering efforts required to research, develop, design, build, and test a "Proof-of-Concept" non-intrusive scanner based on Nuclear Resonance Fluorescence Imaging and Effective-Z three-dimensional Imaging for the purpose of detecting and interdicting terrorist transport of nuclear weapons and materials. The use of any other contractor for this acquisition would result in substantial duplication of cost to the Government that could not be recovered through competition, as well as unacceptable delays in fulfilling vital national security requirements. This notice of intent is not a request for proposals. See numbered notes 22 and 26.
