- Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source firm-fixed-price contract under the guidance of FAR Part 12, to Sensor Technology Engineering, Incorporated, Santa Barbara, California to provide twenty each neutron and gamma tubes for the Linear Radiation Measurement (LRM) and Rad Pack. The LRM is a gamma and thermal neutron radiation detector. It contains 18 gamma (Cesium Iodide crystals) and 9 neutron (Helium-3) tubes in a 90-foot-long cord. The device was designed and it is used for the interdiction and location of nuclear materials. It is specifically designed to be easily used by trained personnel and first responders. The requested tubes are to repair/replace components. The delivery date is 6 months from the award of contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have five working (5) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after five working (5) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Ms. Sae-Jin Yu, Contract Specialist. Responses to this notice must be received by close of business, August 22, 2006. Responses must include your business name, point of contact, address, and telephone number with area code.
