- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) Office of Administration and Resources Management, Cincinnati (OARM) is conducting market research to identify potential contractors capable of providing technical support for the Information Resources Management Division (IRMD), in connection with the National Environmental Publications Internet Service (NEPIS) online publications repository. NEPIS utilizes ZyIMAGE, a comprehensive XML-based platform to store, search, share, archive, retrieve and export pages of paper and digitized files. ZyIMAGE uses a search database index suited for full-text retrieval and supports multiple file formats and languages through an array of data capture and input modules. EPA is conducting this market survey is to determine if interested parties possess the necessary technical capabilities and current ability to support Zylab software in the NEPIS operation. In responding to this notice, any interested firms should submit a capability statement which demontrates their ability and experience with document management, scanning and full-text retrieval applications as it relates to supporting Zylab software in the NEPIS operation. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The applicable NAICS code is 519190 with a size standard of $6.5 million. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set any subsequent action aside for small businesses. Responses to the above should be submitted to roe.kathleen@epa.gov no later than 8/31/06.
