Description
Responsible Sources Sought for Engineering Consultation Services This notice is not a solicitation. This announcement serves as a sources sought notice for the upcoming acquisition for United States Army Corps of Engineers. The contractor shall provide the engineering consultation services required to design a solution to replace the obsolete Supervisory Control and Data Acquisition (SCADA) system for R. D. Willis Power Plant which include both hardware (PLC, OPTO 22, and Yokogawa RTD temperature recorder) and software (Hydro power plant remote control system and Human Machine Interface (HMI)). The contractors design shall utilize proven state of the art technology and material which is GSA listed. The contractor shall develop installation drawings for the Corp of Engineers personnel who in turn will install the front end data acquisition and control facility at R. D. Willis. The contractor shall develop and install a new hydro power plant remote con trol system with appropriate human machine interface (HMI) and communication protocol to enable the remote monitoring and control of R. D. Willis from the control room of the Sam Rayburn power house through the existing microwave link. For future developme nt, a web enabled remote monitoring and control system is preferred. In addition to the development and installation of the new computer control system for the remote control and operation of R. D. Willis hydro generation plant from Sam Rayburn Power House, the consultation services required to assist in the removal and rep lacement effort which consists of but is not limited to the following: a. Data review and data correction, b. System analysis and design, c. Identification of targeted material for replacement d. Material recommendation e. Material life cycle assessment and reliability improvement study f. Submission of pre-installation drawings g. Submission of final as-built drawings developed in Bently Microstation, h. Engineering QA verification for material installation, i. Test Simulation (using GFE) j. Software Development k. Hardware Acceptance testing l. Software Acceptance testing, m. System commissioning, n. System circuit tuning and performance monitoring - not to exceed one year after commission, o. Conduct personnel training (16 hours) The contractor shall provide two day on-site training course upon successful commissioning of the system. The course will explain the theory of operation of installed material, provide user interface instructions and answer questions regarding installatio n. The contractor shall be required to conduct engineering tuning during one year after commissioning and shall assume 5 site visits during the year. Tuning of the circuit shall require the contractor to be on-site and on-call throughout the tuning/fix. The period of performance shall not exceed 9 months after contract award. The NAICS code is 541330 and the SIC code is 8711. The size standard is $4.5 mil. This notice is designed to locate responsible sources who have an interest, and have the ability to provide the services described herein. Please provide detail evidence that their firm has hydro power plant related work experience within the last 3 years. Also Provide references/phone number where the work was accomplished. 2. Please provide a sample drawing of their previous work developed in Bentley Microstation as part of a bidding package or contract package within the last 3 years. Also provide references/phone number where the work was accomplished. 3. Please provide detail information on one of their development works - on Programmable Logic Controller (PLC) based monitoring and control system within the last 3 years. Also provide references/phone number where the work was accomplished. The information should include but not be limited to: a. Site information b. Contact information of the sponsor company. c. Purpose of the development. d. Technical approach of the work. e. Capability of the system. f. Sample trending information. g. Sample Human Machine Interface h. Local and remote access capability of the development.
