- Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to replace the existing 103 wideband radio-based systems and upgrade three (3) wideband radio-based systems with narrowband transceivers, as required in Engineering Technical Letter (ETL) 03-5, Converting Civil Engineering Radio Frequency Devices to Narrowband Technology, and upgrading/replacing 14 fire alarm panels at McConnell AFB, KS plus providing factory approved training for the equipment. The following contract line items are included: 0001AA. 39 EA Transceivers, Monaco Enterprises Model BTX-F-4 Zone Replacement 0001AB. 41 EA Transceivers, Monaco Enterprises Model BTX-F-8 Zone Replacement 0001AC. 10 EA Transceivers, Monaco Enterprises Model BTX-F-12 Zone Replacement 0001AD. 10 EA Transceivers, Monaco Enterprises Model BTX-F-16 Zone Replacement 0001AE. 3 EA Transceivers, Monaco Enterprises Model BTX-F-24 Zone Replacement 0001AF. 3 EA Transceivers, Monaco Enterprises Model BT2-8 Upgrade 0001AG. 8 EA Fire Alarm Panel Upgrade 0001AH. 6 EA Fire Alarm Panel Upgrade 0001AJ. 10 EA Training, Factory Approved NOTICE TO OFFERORS: In accordance with FAR 6.302-1 the Government has determined that the narrowband transceivers must be brand name Monaco Enterprises in order to communicate with the installation?s Monaco D-21 Fire Management System. The proposed brand name only manufacturer is the manufacturer of the existing Monaco D-21 Fire Management System. Only Monaco Transceivers will communicate with Monaco D-21 Fire Management System Receivers. The company has proprietary rights to its systems (receivers and transceivers) and other brand name systems are not interchangeable with it. It is not economically feasible to replace the fully operational Monaco D-21 Fire Management System and existing narrowband transceivers. If another brand name was used it would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 330 calendar days. The magnitude of construction is between $500,000 and $1,000,000. The NAICS code for this requirement is 238210. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on or about 18 August 2006, and any other pertinent information in order to download their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal may not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. While funds are not presently available within Air Mobility Command to fund this project, we anticipate funds will become available by 17 November 2006. If current fiscal year (FY06) funds become available, contract awards will be made no later than 30 September 2006. If FY06 funds are not available, projects will be funded with FY07 funds. We expect to have FY07 funds by 17 November 2006. Solicitation may be cancelled and all offers rejected before award but after solicitation closing date when cancellation is clearly in the Government?s best interest. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R.
