Description
The Federal Aviation Administration (FAA) intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Mosaic ATM to provide program development/management, computer programming and engineering support services for the Operations Planning, Technology Development, ATO-P. This contract will bridge a shortfall in contract support to ATO-P due to the fact that the current support contract will expire on September 30, 2006. The existing support contract was expected for a longer period of performance; however, due to circumstances beyond the control of the program office, the support will be ending September 30, 2006. Therefore a single source contract for a 9 month period of performance in the amount of $975,000 is being pursued. A follow-on competitive procurement is planned for award in FY 2007. Mosaic ATM is the company that has the combination of skills needed and the proven track record to satisfy the FAA's requirement to provide Surface Decision Support System (SDSS) engineering and technical support services to ATO-P in a timely manner with no learning curve necessary. It has been determined that it is in the best interest of the FAA to acquire these engineering support services on a single-source basis from Mosaic ATM for the following reasons: Mosaic ATM has extensive, direct experience in the management and technical development of the Surface Decision Support System (SDSS). One key component of SDSS development is the uninterrupted development and on-site support at the ATO-P test facility in Louisville, Kentucky. This facility, which was established and is maintained by Mosaic ATM, currently resides within a corporate information technology system. There is considerable sensitivity on the part of the corporate partner in this effort to access and knowledge of their networks and information technology system. The present Mosaic ATM staff has developed a high level of trust and cooperation with the corporate partner. The extensive Mosaic ATM expertise in SDSS technology is also applicable to the development of system, software, and hardware engineering services in the design and development of a demonstration remote tower system concept. The remote tower concept will integrate inputs from various automation and surveillance systems and provide display and operator interface to enable tower operations from off-site locations. Mosaic ATM is intimately involved in the current planning and demonstration efforts that are on very short time lines and small budgets. A competitive solicitation is not available for this procurement.
