- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through August 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-12. This acquisition is 100% a small business set-aside and the North American Industry Classification System (NAICS) code is 541512 with a small business size standard of $23.0 million. The National Institutes of Health (NIH) publishes a web-based listing of Funding Opportunity Announcements (FOAs) and Policy Notices called The ?NIH Guide for Grants and Contracts?. This is a dynamic listing that typically has 15 to 20 additional documents added to it each week. Institutions that conduct biomedical research browse this listing to find sources of funding. The ?NIH Guide for Grants and Contracts? is published in NIH?s Office of Extramural Research (OER) which is located within the Office of the Director (OD). The NIH is composed of approximately 28 institutes or centers (ICs), each with it?s own unique health research related mission. ICs submit their funding announcements for review to the Office of Extramural Programs (OEP ) for review and publication in ?The NIH Guide for Grants and Contracts?. These funding opportunities are all posted to http://grants.nih.gov. Before the ICs submit their announcements to OEP, they have their own unique internal workflow, review and clearance processes. Currently, when an idea for a new FOA is conceived, the IC begins drafting an FOAs based on HTML templates that are issued by OD/OEP. As the IC moves through it?s process, the document is converted to MS Word, emailed around for comment, revision and clearance and then submitted to OD/OEP for review and publication. As of this writing there are a total of 12 different templates for the IC to select from based on the nature of their FOA. When ready for publication to ?The NIH Guide for Grants and Contracts?, the documents are converted back to HTML, some critical data items are entered into an MS SQL database and transmitted as an XML message to the Grants.gov system run by the Department of Health and Human Services (DHHS). The objectives of this project are to investigate, recommend and implement a document or content management system in support of ?The NIH Guide for Grants and Contracts? publication process. This solution should supplant the current manual process of collaboration and review that goes into drafting and publishing funding announcements. The management system will also need to exchange data with the existing ENS and AGS systems. Based on the availability of NIH funds, the Contractor shall furnish professional IT services to perform the tasks specified below: This project consists of three Phases, Phase I primarily involves gathering requirements by analyzing the needs of the stakeholders, and studying the process of document contribution to ?The NIH Guide for Grants and Contracts?. Phase II includes the implementation of a workflow system. Phase III incorporates all of the necessary business rules into the FOA templates . Training, meetings with government staff members and product demonstrations must be performed at the Government site, other activities may be performed offsite at the Project Officer?s discretion. The contractor must be capable of responding (in person when necessary) within one hour of receiving a request from NIH with qualified technical support personnel to (6705 Rockledge Drive, Bethesda, MD). The purchase order term will be September 30, 2006 through September 29, 2007 with option for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52.212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. All responsive sources may submit a proposal which will be considered by the NLM. __________________________________________________________________ i-OEP is located in NIH?s Office of the Director ii-The Early Notification System or ENS is a web based system written in ColdFusion that utilizes an MS SQL backend to store data. It?s purpose is to facilitate IC to IC communication regarding emerging FOAs. iii-The Automated Guide System or AGS is a web based system written in ColdFusion that utilizes an MS SQL backend to store data. Published FOAs are entered into the AGS, it is assumed that much or all of it?s functionality will be subsumed when the new document management system is implemented. iv-FOA templates are used as the skeleton for building funding opportunities. They contain instructions, boilerplate and areas for addition of content. A sample is provided as an appendix.
