Description
The Fogarty International Center (FIC) at the National Institutes of Health (NIH) intends to procure the services from Robert J. Berendt Associates to facilitate FIC?s strategic planning process. FIC needs an individual with significant NIH strategic planning experience as well as similar experience with large health organizations that serve a diverse set of needs in health research and health care delivery. FIC is a Center with a broad and interdisciplinary approach to global health. A contractor who is expert in working with such broad, interdisciplinary health organizations is required. A contractor whose expertise includes work with organizations comprised of one or more significant global health components is desired. The contractor needs to be intimately familiar with the mission of various NIH Institutes/Centers and how the strategic planning process sharpens the focus of these various visions into one policy-forming mission for the Institute/Center as a whole. The contractor must have previous experience and skill, not only in working with, but in advising directors and senior scientific staff in order to focus the strategic planning process. Furthermore, FIC requires a contactor who has experience and skill in facilitating stakeholder conferences and advisory board meetings with senior members of various scientific communities, as FIC's strategic planning process includes garnering output from a broad array of external and international stakeholders and scientists. Ideally, the contractor will have had prior experience with the NIEHS, as FIC plans to emulate its strategic planning process and as FIC and NIEHS's collaborative relationship continues to grow closer. Given that the FIC strategic planning process is on a fast-track, this individual ideally should be willing and able to adapt a successful model for strategic planning that he/she has implemented at one or more Institutes or Centers at the NIH, which have a significant global health research component and a multi-disciplinary research focus. Robert J. Berendt Associates recently planned, advised, and facilitated the strategic planning process for the National Institute of Environmental Health Sciences (NIEHS), which has a significant interest and portfolio in international environmental health research. The process included a web comment period and internal and external stakeholder meetings, and culminated in the publication of NIEHS 2006-2011 Strategic Plan: New Frontiers in Environmental Sciences and Human Health. Mr. Berendt also planned, advised, and facilitated strategic planning process for the National Center for Research Resources (NCRR), which involved multi-disciplinary representation from the clinical and basic research communities and culminated in the publication of NCRR: A Catalyst for Discovery. In addition, Mr. Berendt designed and facilitated a comprehensive strategic planning initiative addressing critical issues in education, clinical and basic research, delivery of patient services, and advancement, public affairs, and outreach at major academic medical centers, such as Morehouse School of Medicine in Atlanta, GA. In fact, FIC will employ a similar strategic planning process that was used by NIEHS. Mr. Berendt's recent experience with two NIH Institutes/Centers and other large healthcare/research organizations, his expertise in advising senior scientific staff through the strategic planning process, his ability to quickly and easily employ an effective strategic planning methodology, his design and implementation of web-comment periods, and his previous experience and skill in planning and facilitating meetings for strategic planning purposes gives him considerable expertise that will satisfy FIC's needs and justifies a lack of competition. To the best of the Government?s knowledge, no other contractor has the level of experience and skills required to perform the services required by the FIC. Specifically, Mr. Berendt will work with FIC senior leadership to design a strategic planning process that is based on proven planning models at NIH. In addition, he will guide the development of the internationally and scientifically-focused questions for the web-based comment period and work with FIC staff to analyze the results of the web comment period; provide advice on appropriate stakeholder participation; he will draft strategic documents highlighting the specific components and methodology needed to implement the strategic planning process, including advance materials, analyses and summary information for Staff Retreats, Advisory Board Meetings, Small Working Group Meetings, and Stakeholder Conferences; and facilitate these meetings. It would not be cost-effective for a new vendor to be contracted. Though other contractors could feasibly learn the strategic planning methodology that Bob Berendt has previously implemented, this process would take considerable additional time and therefore cost FIC a substantial amount of additional funding. During this period of flat budgets, contracting with such a vendor may preclude FIC from effectively completing its strategic planning goals. This is set aside for small businesses. Small businesses may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-06-967 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 4, 2006.
