Solicitation Number: W9124R-06-T-0064 Response Date: 22 August 2006, 12:00 PM MST This a combined synopsis/solicitation (CSS) for commercial supplies prepared in accordance with the format in the Federal Acquisition Regulation (FAR) PART 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented wi th additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The U.S. Army Yuma Proving Ground, AZ has a requirement to purchase generators to be shipped to the U.S. Army Yuma Cold Region Test Center, Alaska 99737. This CSS incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-12 and Defense Federal Acquisition Regulations Supplement (DFARS), current to DCN 20060808. This acquisition is being solicited as a 100% Small Business Set-Aside. The North American Industrial Classification Code (NAICS) applicable to this acquisition is 335312 with a size standard of 1,000 employees. All prospective offerors mus t be actively registered in the Central Contractor Registration. Offerors may register online at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html The resultant contract will be firm fixed price. It is anticipated that payment under this contract will be made via Government VISA credit card. The Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to Government based on technical capability to meet the requirement and price. All quotes shall include shipping costs to U.S. Army Cold Regions Test Center, Building 605, North Artic Avenue, Fort Greely, Alaska, 99737. All qu otes shall be clearly marked with solicitation # W9124R-06-T-0064 and emailed to Edgar.Angulo@yuma.army.mil or sent by facsimile to (928) 328-6849 no later than 22 August 2006, 12:00 PM MST. This requirement is being issued under the Simplified Acquisition Procedures as a Brand Name or Equal per FAR 52.211-6. Quotes are being solicited for the following generators: Contract Line Item Number (CLIN) 0001, Quantity: 5, Unit of Issue: Each, Descr iption: Kubota, #V1505, This generator shall be a self-contained, skid mounted, operational unit that can run, at rated output for up to 72 hours without refueling. The unit will be equipped with low oil pressure and high engine coolant temperature safety shut downs. The engine instrument panel shall include but not limited to: engine start/shutoff switch, a safety shut down reset switch (murphy switch), glow plug activate switch, engine oil pressure gage, engine coolant temperature gage, engine hour meter and starting system battery voltage (12 vdc). The generator shall be a single-phase 120/240-volt, 15 KW direct drive unit. The generator AC panel shall consist of but not limited to: an analog instrument panel to read AC output voltage and amperage from bo th hot legs. Both the engine and AC panels shall be mounted approximately 42 above the ground level, along side each other, on rubber vibration/shock isolators located on rear of the engine/generator skid. The generator load center panel shall be, a comme rcial grade Square D type with a QO Main breaker rated at maximum generator volt/amp output, mounted with the AC panel. There shall be a GFCI 240 volt/50amp circuit breaker protecting a 240 volt/50 amp twist lock, weatherproof receptacle to feed from the g enerator to load. This 50-amp twist lock receptacle shall be mounted and wired to the bottom AC load center panel. A 120-volt weatherproof duplex outlet rated for 15 amps shall be mounted under the generator load center panel. This 120-volt circuit shall b e protected by a 15amp GFCI circuit breaker also mounted in the generator load center panel. All panels shall be rubber vibration/shock isolation mounted. All electrical work must meet the National Electric Code standards. The skids s hall be a minimum of 2 x 6 x ? steel I beam or C channel. The skid frame will have welded channel cross bracing and generator mounts, with forklift pockets, lifting eyes and rounded or tapered ends. The fuel tank will be a welded steel rectangle (minimu m 50 gal) tank, welded to the inside of the skids. The tank shall have a 2 vented, threaded fill cap, in an easily accessible location. The tank will have two 3/8 NPT female fittings drilled and welded to the top of the tank close to the engine fuel tran sfer pump; one for engine fuel supply (with internal suction pipe ? from bottom of tank) and one for fuel return. There shall be a 3/8 NPT female fitting welded in the lowest point of the rear wall of the tank for a tank drain (plug installed). The tank shall have a minimum of two welded internal baffles and the bottom shall a minimum of ? above the bottom of the skid to protect from punctures. The bottom of the fuel tank shall be made from a minimum of 3/16 steel plate. The skid and the tank shall be c leaned, primed and painted with fuel resistant paint to match the color of the generator. The generator set shall be a minimum Kubota, V1505, diesel engine mounted with a Newage 15 KW stand-by/13 KW prime power, single phase, 120/240 volt, 60 cycle generat or. The unit engine shall be liquid cooled with ethylene glycol/water mixed to a -60 F. below concentration. There shall be engine preheat glow plugs standard on the engine and a 115 volt engine coolant block heater for cold weather starting. The generato r set shall have its own engine-mounted radiator, dry type air filter, full flow spin oil filter, exhaust muffler with rain cap and Arctic flexible wiring. The starting system shall be a 12 vdc electric starter with the an 800 amp jell cell battery mounted on the skid close to the engine starter but away from the fuel fill. A minimum of a 12-month warranty, parts and labor, from the time the unit is put into operation shall be included with each generator set. A factory-authorized dealer shall be located wi thin 100 miles of Fort Greely, Alaska for warranty and parts/service support. At minimum, two sets of operators manuals, two sets of complete detailed service/repair manuals with schematics and two complete parts manuals to include electrical parts used in the construction of the instrument panels and load center, shall be included with this contract. Offers that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration.
