- Brand Name or Equal. This amendment is to add the 6 Each Barco 909 CRT projectors to the snopsis/solicitation as they were omitted on initial posting. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11 and DFARs Change Notice (DCN) 2006-07-11. Standard Industrial Classification (SIC) code is 3812 and the size standard is 750 employees. NAICS is 334511. This acquisition is for Brand Name or equal items only. The 412 TW, AFFTC, Edwards Air Force Base, CA is seeking potential sources capable of providing Link Simulation & Training (M2DART) visual dome system in support of the 412th Test Wing Electronic Warfare (EW) for flight simulation systems. The equipment needs to be equal to the items listed to meet the form, fit, and function of existing systems in accordance with following Statement of Work; The Flight Simulation Modernization (FSM) program procured two identical Mobile Modular Display for Advanced Research & Training (M2DART) Visual Systems in 2001-2002. The M2DART are used to provide the Out The Window (OTW) scene and Heads Up Display (HUD) for the reconfigurable manned flight simulators developed by Symvionics Inc. The Air Warfare Mission Simulator (AWMS) Program, follow-on to the FSM program, intends to acquire one M2DART Visual System consisting of the dome structure, eight display screens and 6 Barco 909 projectors. The objective of this Statement of Work (SOW) is to assure that the dome structure, eight display screens and projectors portions of the M2DART are identical in form, fit and function to the existing display systems procured by the FSM program. 1.0 SCOPE OF WORK; The scope of work consists of the M2DART visual dome system including eight display screens, 6 Out The Window (OTW) projectors, Heads Up Display (HUD) projector, fabrication, installation, calibration, integration support, acceptance test and documentation. The work is to be performed at the AWMS flight simulation facility in the Avionics Test & Integration Complex (ATIC) located at Bldg 1020 Edwards AFB, CA. The dome functional characteristics are; The M2DART Visual System Dome Structure, including dimensions (not to exceed 16 feet wide x 20 feet long x 12 feet 4 inches high), shall be identical in form, fit and function to the two existing M2DART systems at the ATIC. All eight display screens of the M2DART Visual System shall be identical in form, fit and function to the display screens of the two existing M2DART systems at the ATIC. The dome structure shall be mechanically compatible with the profile of the cockpits, including allowing the cockpit to freely roll in and out of the structure. The dome structure shall be installed on raised computer flooring with 2 feet square tiles. The floor loading on any tile shall not exceed 600 lbs. The dome structure shall be designed so as the enable the pilot to safely ingress and egress the cockpit unassisted, including when enclosed in the visual system, in one minute or less. The dome structure shall provide minimal exposure to hazardous conditions such as head impact and sharp edges and corners. The dome structure shall be designed such that the rear screen(s) opens automatically when the pilot seat is moved back for pilot egress. The dome structure shall provide a safety power-down capability and emergency lighting. Placement of the operator controls (e.g., power on/off) shall be identical to the ones in the existing visual systems. The front screen of the visual system shall be easily replaceable to accommodate different cockpit configurations. The visual system structure shall be provided with attachment points and connections so that the projectors can be easily installed in the future. The dome structure stability shall be such that there is minimal disturbance of the visual scene being displayed due to the building movement (e.g., sonic booms). 2.0 The OTW projectors must at a minimum meet the electro-optical performance and characteristics of the Barco 909 CRT projectors currently used in the existing M2DART visual domes. Although 8 OTW projectors are required for the full 360 degree view, only 6 projectors are required at this time. 4.0 WORK REQUIREMENTS; The proposed work shall be accomplished in a manner that satisfies the M2DART Visual System Specifications. On site assembly, installation, alignment and calibration will be required for the visual system. Documentation including list of materials, user?s manual and specifications are required. 5.0 SUBMITTALS; Approval by 412th TW/EWOS is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the contracting officer. After submittals have been approved by 412th TW/EWOS, no re-submittal for the purpose of substituting materials or parts will be given consideration unless accompanied by a detailed explanation of why a substitution is necessary. Contractor shall provide the following submittals; Names, social security numbers, place of birth, and citizenship of all persons requiring access to the work area. 5.0 SCHEDULE; Contractor shall perform the work beginning TBD 2006 and complete the work within six (6) months after receipt of contract. A schedule shall be submitted with the proposal. It shall be confirmed with 412th TW/EWOS prior to start of work. 6.0 WARRANTY; The contractor shall guarantee all work performed, parts, materials, software and hardware for a period of one year from the acceptance date. 7.0 MISCELLANEOUS INFORMATION; None. The Brand Name or equal purchase will be for L-3 Communications, Link Simulation & Training?s (M2DART) visual dome system as follows: Delivery is Freight FOB Destination Edwards AFB CA 93524. 1. The Electronic Warfare (EW) Directorate requests the Brand Name or Equal Purchase of L-3 Communications, Link Simulation & Training?s (M2DART) visual dome system including eight display screens, 6 Out The Window (OTW) projectors, Heads Up Display (HUD) projector, fabrication, installation, calibration, integration support, acceptance test and documentation. Currently the M2DART is the only known brand of this type to meet the performance and physical dimensions required for the AWMS cockpits display system. 8. Since the Electronic Warfare Directorate requires one type of dome to be maintained for cost reduction, is very little we can do in preventing brand name buys in the future. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
