- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFP-770-6-0500-62 and this solicitation is issued as a request for quotation (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This is a small business set-aside. The NAICS is 423430 with a business size standard of $42M 1. BACKGROUND: The Centers for Medicare & Medicaid Services (CMS) has a requirement for a Enterprise Meta-data Exchange & Management repository tool, referred to herein as the CMS Enterprise Meta-data Exchange and Management Environment (CEMEME). The CEMEME is intended to deliver mission critical ?data about the data? to analysts tasked to manipulate and report CMS data. 1.1 High-Level System Architecture CMS?s IT infrastructure is based upon a three tiered architecture that is expressed as the Presentation, Application, and Data Zones. The three zones are operated in a UNIX environment with Oracle as the principal Data Zone RDBMS. The Presentation Zone includes the Internet, CMSnet, and the desktop/laptop computer operated by MS Windows Xp. The replacement meta-data exchange & management toolset shall interoperate seamlessly between these zones. 2. CONSTRAINTS: The CEMEME shall: Be a COTS product; Comply with the following: o Unified Modeling Language (UML) specification v1.4.2; o Meta Object Facility (MOF) specification version 1.4.1; o XML Meta-data Interchange (XMI) v2.0.1; and o Common Warehouse Metamodel (CWM) specification version 1.0; Provide a meta-data repository data model such that CMS business and technical meta-data shall be stored within the Oracle RDBMS; Operate within the UNIX and MS Windows Xp environment; Connect with meta-data sources and targets that include and are not limited to: business and technical analysts via the desktop/laptop computer; ERwin data models; CMS persistent data storage RDBMSs, ie TeraData, DB2, Oracle, MS SQL Server, UDB, and MS Access source data repositories; Infomatica Extract Transform and Load utility software; business intelligence (BI) information reporting/presentation tools, ie Cognos, MicroStrategy & SAS; and CA AllFusion Repository; and Enable meta-data utilization services that include and are not limited to: maintain repository persistent CMS data registry information, i.e. standard terms, term abbreviations, geospatial data, etc through administrative functionality; exchange CMS meta-data between the previously identified storage, manipulation, and reporting tools operated within CMS?s three zone information environment; and present CMS meta-data in both on-line interactive and static forms. 3. REQUIREMENTS 3.1 Delivery The Contractor shall provide one copy of the CEMEME for installation and backup purposes and one hardcopy of toolset installation, configuration, operation documentation and technical specification required to successfully implement the software licensed through this procurement. 3.2 Installation The Contractor shall install the CEMEME at CMS Headquarters, located in Baltimore, Maryland. The Contractor shall provide all necessary toolset software components and technical documentation. The documentation required consists of one hardcopy and one softcopy of the following: a. A toolset installation manual that provides sufficient instruction for CMS to successfully install the software components into their respective operating platforms within CMS?s three zone architecture as described in Section 1.1 b. A toolset configuration manual that provides sufficient instruction to CMS to successfully configure and fine tune the software components for operation within CMS?s IT infrastructure c. An operations manual that provides sufficient instruction for CMS to successfully operate and maintain the software components that includes installation of product fixes and software upgrades d. A listing of the technical specifications that detail the operating requirements of the software components and minimum hardware and operating system requirements necessary to successfully operate the software toolset in CMS?s Data Center. The Government will provide access (including local workstation and server access as needed) for the COTS software toolset to be installed, configured, tested, and operated in CMS?s technical infrastructure. CMS shall provide the CEMEME access to all meta-data sources from which meta-data will be extracted, and access to all meta-data targets to which meta-data is to be pushed to support CEMEME successful implementation and operation. After installation the Contractor shall support configuration and fine-tune the newly installed CEMEME to ensure that the toolset is operating at optimal levels within CMS?s IT infrastructure environment. 3.3 Testing The Contractor shall assist the Government in testing to verify that the CEMEME has been successfully installed and is operational in CMS?s IT infrastructure environment. 3.4 Operations and Maintenance The Contractor shall provide product fixes and software upgrades to the CEMEME as long as the software is licensed by CMS in accordance with the Contractor?s maintenance agreement. Delivery and acceptance will take place at 7500 Security Boulevard, Baltimore, MD 21244, thirty days after award. FOB point is Destination. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are (1) Ability to meet technical requirements (2) past performance. Quotes will also be evaluated on a best value determination. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer FAR Clause 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items, applies to this acquisition. The quotations are due August 30, 2006 3:00 PM EST and must be submitted to Charlene Barnes, Contract Specialist, 7500 Security Boulevard, Baltimore, MD 21244.
