- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and DFARs Change Notice (DCN) 2006-0519. Standard Industrial Classification (SIC) code is 3679 and the size standard is 750 employees. NAICS is 334220. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (the award will be less than $100,000) will be followed. The 412 TW/ AFFTC, Edwards Air Force Base, CA is seeking potential capable of providing the following items. The equipment needs to be Brand Name or Equal to the items listed below. They must meet form, fit and function to existing systems. REQUIREMENTS: 1. Part # 303650-02: Quantity 4 each, Bore Site Antenna Assembly;Each one will consist of:1. One 20” Parabolic Aluminum Reflector;2. Dual Linear Polarized outputs with N type connectors;3. Three Mounting Spars;4. One 50 termination for the port not used;The expected performance specifications are:3 db BW at 2200 MHz 18 degrees;Gain at 2200 MHz 18 dbi;3 db BW at 1500 MHz 27 degrees;Gain at 1500 MHz 15 dbi;VSWR: The VSWR from 1.4 – 2.5 GHz is better than 2.0:1;2. Part # 303750-01: Quantity 2 each, Bore Site Antenna Assembly;Each one will consist of:1. One 4 ft parabolic Aluminum Reflector;2. Dual Linear Polarized outputs with N type connectors;3. Three Mounting Spars;4. One 50 termination for the port not used;The expected performance specifications are:3 db BW at 2200 MHz 7.6 degrees;Gain at 2200 MHz 25 dbi;3 db BW at 1500 MHz 11 degrees;Gain at 1500 MHz 22 dbi;VSWR: The VSWR from 1.4 – 2.5 GHz is better than 2.0:1;SUBJECT: Request for Brand Name or Equal Purchase; 1. This equipment is commercial-of-the-shelf(COTS) telemetry hardware. The equipment consists of two four-foot parabolic L and S-Band antennas and four twenty-inch L and S-Band parabolic antennas. The L and S-Band antennas will be used to support the Joint Strike Fighter Integrated Test Facility with the development of a telemetry receive capability at Building 1820. The government estimate for this acquisition is: $24,740.00. 2. The AFPTC has previously purchased L and S-Band parabolic telemetry antennas built by Telemetry & Communications Systems, Inc. (TCS, Inc.) for use at Edwards AFB that are form, fit and functionally identical to the units being requested. A spare antenna has also been provided to support operations and maintenance of the antenna systems. In addition, TCS, Inc. is currently on contract with the AFFTC for the upgrade and refurbishment of the telemetry tracking antennas at Edwards AFB. Spare parts have been provided as part of this TCS contract effort, which could also be used with the parabolic antennas. 3. In order to maintain commonality and compatibility of antenna systems in use at Edwards AFB, it is the best interest if the Government to purchase L and S-Band parabolic telemetry antennas from TCS, Inc. 4. Market research was conducted by reviewing product literature published by manufacturers, distributors, and dealers available on the Internet. Information was gathered through communications with industry and telemetry equipment users. We will continue with market research and conduct evaluations where appropriate in order to foster competition. Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing complete quote including delivery FOB destination Edwards AFB CA 93524. Delivery of first set of units, five pieces, is not to exceed 120 days. Delivery of the final five units will be scheduled within 30 days after receipt of the first set of units and not to exceed 150 days. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
