Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) The solicitation number is W911QX-06-T-0146. This acquisition is issued as a Request for Quotation. (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. (iii) This acquisition is set-aside for 100% small business concerns. The associated NAICS code is 334419. The small business size standard is 500. (iv) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Millimeter Wave Amplifier, 1 each. (v) Description of requirements: Frequency range & control: 35 GHz +/- 100 MHz; implemented thru a tunable oscillator. The operating frequency is controller by a DC voltage. A minimum of 3 volts shall separate the minimum and the maximum frequency; the voltage variation shall be approxi mately linear. A BNC connector on the front shall allow for the DC voltage input too be externally controller. The BNC connector will be labeled something similar to Frequency Control  VCO  2 volts DC min freq; 5 volts DC max freq Power output: 2kw peak power 1.5kW at band edges RF Output Mismatch tolerance: The amplifier shall be protected by sensors capable of interrupting the RF output in the event of excessive, VSWR (1.5:1 minimum) and waveguide arcing. The functioning of these sensors shall be verified by a test procedure a t start-up or whenever a change is made to the output components. Spurious outputs: -50dBc maximum Harmonic distortion -20 dBc maximum at max power Maximum noise figure 35 dB maximum RF Modulation: 5% duty cycle, minimum, desired 10% or greater duty cycle; pulse width (FWHM)  variable from 200 nsec-15 usec; PRF  variable from 0 to 50 kHz or an external modulation via BNC connector on the front labeled something similar to External Modulation - 5% duty cycle max. RF Output level adjustment: The RF output level is controller by a DC voltage. A minimum of 3 volts shall separate the minimum and the maximum RF output level; the voltage variation shall be linear. A BNC connector on the front shall allow for the DC vo ltage input too be externally controller. The BNC connector will be labeled something similar to RF Output Level Control  2 volts DC min power (-10dB atten); 5 volts DC max power (0dB atten). RF Output connector type: WR-28 with UG-599/U flange on the rear. Nominal output monitor: -50 to -60dB RF Output level adjustment protection & Frequency range & control protection: protected against damage from over voltage & under voltage. Amplifier to be protected against: Over-temperature; RF output mismatch including open or short; Waveguide arc. Front panel mounted meaningful fault/alarm indicators: Fault; High Reflected Power; Waveguide Arc; tube over-temperature; Excessive duty-cycle request Front panel mounted gauge/LCD or controller indicating value of: Forward RF Power; Reverse RF Power; body current (average); cathode voltage; beam current (average); power supply temperature; RF frequency; RF attenuator setting Remote control/reading: via IEEE-488 and have access to all amplifier control functions, monitor information, & faults/alarm display indicators on rear panel. Electrical Power Requirements: Primary power: 220 V, single phase; 60Hz; 8 electrical cord Mechanical: Rack mounted: yes, one rack Wheels: yes Lift rings: four on top, one at each corner. Maximum Weight: 1000 lbs  the smaller the better Maximum dimensions: 70H x 38W x 38D excluding w heels and lift rings Shock: 10G, by design, testing not required. The amplifier should withstand normal truck shipping. We typically roll the amplifier across the floor and across door thresholds from one room to another. Please indicate what the amplifier is designed to w ithstand for shock. Vibration: by design, testing not required. The amplifier should withstand normal truck shipping. Environmental: Cooling Forced air-cooled (self contained fans) to permit continuous full power operation. There shall be no liquids within the amplifier. Operating Temperature: 5 - 40 degrees Centigrade. Operating Altitude: 0 to 6 thousand feet Documentation: full set of documentation (e.g. user manual & programming reference guide) and production test data demonstrating amplifier performance from 35 GHz +/- 100 MHz for power delivered, VSWR, harmonic performance, and spurious signals. Warranty: 2 year or 500 hrs of use for 100% warranty on the tube; 2 years or 2000 hrs of use for 100% warranty on the power supply and electronics. Accessories Terminating Load: One that can handle full power for this amplifier; the RF input shall be WR-28 with UG-599/U flange. This can be stand alone or integrated into the amplifier rack. Bi-directional coupler: quantity three (3); they shall be identical to the one used inside this amplifier. Integrated dry air pump: provide one integrated dry air pump and system within the amplifier rack to provide the recommended positive air flow within the waveguide to keep the transmission line clean. No operator intervention shall be required. Preshipping inspection: Notify the customer fourteen (14) days prior to shipping amplifier so customer can attend and observe final factory inspection prior to shipping the amplifier to White Sands Missile Range (WSMR). (vi) Delivery is required by twelve (12) months from contract award. Delivery shall be made to White Sands Missile Range, NM. Acceptance shall be performed at White Sands Missile Range, NM. The FOB point is White Sands Missile Range, NM. The FOB point is destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (viii) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The following factors shall be used to evaluate offers: (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions  Commercial Items, applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
