- The Cryptologic Systems Group (CPSG), Crypto Mod Program Office at Lackland AFB, TX is requesting comments in response to the questions listed below. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. Any formal solicitation will be independent of this request and announced separately. CPSG has embarked on a secure voice cryptographic modernization (CM) program for the KY-57/99, KY-58/100 and CV-3591/KYV-5 COMSEC products. The focus for Secure Voice Increment 1 is securing tactical voice radio transmissions. The CPSG plans to field a modernized version of this equipment that meets the National Security Agency (NSA) Central Security Service (CSS) Policy Number 3-9 Cryptographic Modernization Initiative Requirements consistent with the Global Information Grid (GIG) secure voice architecture. CPSG intends to utilize an acquisition strategy that incorporates a multi-award contract to prove there is existing technology suitable to replace the following COMSEC products: KY-57, 58, 99, 100 and CV-3591/KYV-5. In addition, there may be opportunities for contract options for 1) system development and demonstration (develop, test, and obtain NSA certification) and 2) future follow-on production efforts. The solution(s) must comply with the NSA 3-9 crypto mod tenants. The resulting COMSEC product will be used to replace existing equipment (that for this initiative uses SAVILLE and/or PARKHILL) as well as provide a near term solution for similar applications in new or existing weapon systems. This modernized End Cryptographic Unit (ECU) will implement multiple algorithms at the simultaneously including Saville (possibly PARKHILL), Suite A and Suite B algorithms, and will not address any IP addressable waveforms. The final ECU will be NSA Type 1 certified. For additional information see Word document under documents available for download.
