Description
Administrative Support Services ? a component of Other Non-Manufacturing Operations Industry Comments. INDUSTRY COMMENTS are welcomed. This is not a sources sought notice and is not a request for proposal at this time. The Department of Labor (DOL) in follow up to a previous notice is issuing the attached DRAFT A-76 Performance Work Statement (PWS) for industry comment. It is anticipated that an entire draft solicitation may be posted in FedBizOps on or before 08/31/2006. A date for the final complete solicitation specification is not confirmed but will be advertised/ synopsized in FedBizOps in the near future to allow for the results and decision of this A-76 CA Study competition to be completed on or near March 29, 2007. This is a market research tool to solicit industry comments prior to issuing the RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Department of Labor, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. If the solicitation is issued, source selection procedures will be used, which will require offerors to submit technical experience, past performance and price for evaluation. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Your comments concerning this Draft PWS are due no later than close of business: 08/28/2006. When providing comments, please include: your firms size status, interest as prime or sub-contractor, and capability of taking on this size and type of contract in 2007. The NAICS code for this proposed procurement is 561990 (size standard is $6.5M). The contract will consist of a base period and four (4) option periods totaling 60 months of performance. Start-up at the individual locations would be phased-in during the base period of any eventual contract. In accordance with OMB Circular A-76, the United States Department of Labor, Multiple-Agency-wide announcement of a Standard Competition for Administrative Support Services, (a component of the Other Non-Manufacturing Operations Study announcement)(LBU-1). This will be made up of U.S. Department of Labor departmental agencies Employee Benefits Security Administration (EBSA), Employment Standards Administration (ESA), Employment and Training Administration (ETA), Bureau of International Labor Affairs (ILAB), Mine Safety and Health Administration (MSHA), Office of the Assistant Secretary for Administration & Management (OASAM), Office of Small Business Programs (OSBP), Occupational Health and Safety Administration (OSHA), Veterans? Employment and Training Service (VETS), and the Womans Bureau (WB) that includes employees in Washington, DC and 31 other states (including Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Illinois, Indiana, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, New Jersey, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Virginia, Washington, and West Virginia.). The job functions considered include, but are not limited to, performance of various miscellaneous functional categories including administrative, engineering, facility, and technical support services. The project end date is projected to be on or near March 29, 2007, with a solicitation specification anticipated to be released on or around November 1, 2006. This release date is not guaranteed and could be earlier or later, however, it will definitely be advertised/synopsized in the FedBizOps. The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The NAICS Code for this procurement is 561990 All Other Support Services. These functions are currently being performed by approximately 335 government employees.
