Description
It is the intent of National Library of Medicine (NLM) to procure on a sole source basis from the Regents of the University of Michigan?s Digital Library Production Service the DLXS and XPAT Native XML search engine and middleware software. This procurement requires a native-XML search engine developed for EAD, TEI, and OAI-PMH that is able to perform word and phrase searching, indexing of XML elements and attributes, basic valid and well-formed XML support (with Unicode), fast retrieval, with open systems integration. As a single package, NLM will also purchase class middleware to mount and serve encoded texts on the world wide web in conjunction with the search engine. The University of Michigan Digital Library eXtension Service (UM DLXS) offers a suite of resources designed to aid educational and non-profit institutions mount a variety of types of digital library collections. Since 1996, the University of Michigan Library has worked to serve a growing need for institutions like Michigan to put encoded text collections online. DLXS offers both a search engine and a set of tools for mounting digital library resources. The search engine, XPAT, is specially designed to handle large and highly structured documents and metadata such as that found in digital library efforts. The XPAT engine is an SGML- and XML-aware search engine, able to index, search and retrieve UTF-8 Unicode-encoded text data. XPAT is based on the search engine previously marketed by Open Text as OT5(TM), and sometimes referred to as "Pat" and "Pat5.0." XPAT provides excellent support for word and phrase searching, indexing of XML elements and attributes, fast retrieval, and ease of integration with different software. DLXS seeks to enable digital library activities, particularly in the area of access/information retrieval for large collections of material. To this end, significant resources are devoted to developing and supporting access mechanisms for many types of collections found in the digital library (e.g., continuous tone image collections, page image based books with associated OCR, and XML encoded books and journals). A large and growing set of behaviors (such as types of searches and browses) is applied to these classes. The purchase order term will be September 30, 2006 through September 29, 2007 with options for four (4) successive one-year periods. The proposed acquisition will be procured under FAR Part 13 ? Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide service as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from publication date of this notice, and must include pricing information and meet the criteria requirement.
