- The National Cancer Institute (NCI), Community Oncology and Prevention Trials Research Group (COPTRG), plans to procure on a sole source basis for services regarding the publishing of an NCI Monograph ?Quality of Life Assessment in Symptom Management Trials,? with Oxford University Press, Oxford, OX2 6DP, United Kingdom. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 511120 and the business size standard is 500 employees. The Community Oncology and Prevention Trials Research Group sponsored a workshop entitled: ?Assessing Quality of Life (QOL) in Cancer Symptom Management Trials,? held in October 2005. The workshop followed on a year long review of cancer management protocols that were supported by the NCI Community Clinical Oncology Program (CCOP). Experts in the area of QOL were invited to speak on the current state of knowledge regarding the incorporation of QOL endpoints in symptom management trials and to identify directions for future research. Several Contractor Requirements: 1) Complete the production of a ?Journal of the National Cancer Institute Monograph? that will contain the proceedings from the workshop; 2) Review, copy, edit, and publish, ?Quality of Life Assessment in Symptom Management Trials? as a Journal of the National Cancer Institute Monograph; 3) Review each manuscript to ensure that the format is consistent with JNCI standard formatting, that tables and references are complete and correctly formatted, that language, syntax, and grammar are clear and correct, and that the tables and figures are explained and; 4) Publish the monograph, (Monograph shall be no longer than 135 printed pages inclusive of front matter and illustrations). The monograph editor (Scientific Coordinator) shall: 1) Identify and assign a reviewer to each manuscript/abstract for final clearance once complete; 2) Obtain final reviews and re-edit as needed for each manuscript and; 3) Submit completed manuscripts to the Journal of the National Cancer Institute. One hundred (100) total copies shall be provided to the NCI Oxford University Press is the only source known that has acquired the Journal of the National Cancer Institute therefore, produces and publishes monographs in the JNCI. The Journal of the National Cancer Institute has a target audience of clinicians and researchers interested in working in the area of quality of life and cancer care. There are no known cancer journals with a readership that includes both of these groups. Previously, Oxford University Press published a monograph in the JNCI reporting on the outcomes of the NIH State of the Science, on Symptom Management in Cancer Pain, Depression, and Fatigue. This current monograph builds on this previous monograph already published. No other cancer and health services research-oriented journal provides a comparable publication. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on August 28, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
