Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/AD intends to issue a Firm Fixed Price purchase order with The University of Maryland, Baltimore, MD, on a sole source basis in accordance with the authority of 41 U, S, C, 253 ( c ) (1), only one responsible source to provide a study for the Enhancement of the IDEA produce with GOES-R Data .Under the GOES-R AWG, the requirement to develop data utilization tools so the data can be immediately used when GOES-R is launched. This requirement requires the contractor to develop a system, similar to Infusing satellite Data into Environmental Applications (IDEA), that can infuse GOES-R Aerosol Optical Depths (AODs) at 5-minute refresh rate and provide air quality forecasts. This task will involve porting IDEA software, running at the University of Wisconsin to a NOAA/NESDIS computers and adapting it to use geostationary satellite data. The University of Maryland is the only source known to NOAA who has experience in aerosol remote sensing algorithms and validation of the derived products. They are developing a 3-dimensional air quality system and the task outlined here is and integral part of the system. They have worked extensively with MODIS aerosol retrievals and will use that experience to incorporate GOES and GOES-R Advanced Baseline imager proxy products into the IDEA system. The University of Maryland has developed the software for this project. This requirement will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 13, using simplified acquisition procedures. NAICS code is 611310 size standard of $6.5 M. All responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement may submit in writing an affirmative response and statement of technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. All responsible sources may submit a quotation which shall be considered by the Agency. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than August 25, 2006 . All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
