Description
The U. S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with the Northeast States for Coordinated Air Use Management (NESCAUM), Boston MA to continue working with the States to acquire and analyze key components of the Vapor Recovery Stage II program to develop and provide information to EPA on strategies for states to phase out their State II program. The Vapor Recovery program provides important public health protection by controlling evaporative air toxic and Volatile Organic Compounds (VOC) emissions, and is a critical component for states ozone attainment strategies. The effectiveness of these programs may soon be jeopardized unless EPA makes timely decisions and provides clear guidance to the States. NESCAUM has been working with EPA on this subject for over six years, and while EPA is making significant progress in addressing those issues, significant work still must be completed. Critical to this effort is work with states to acquire and analyze key components of the State II program. This work includes an analysis of potential metrics to establish a method to determine when widespread use of Onboard Refueling Vapor Recovery (ORVR) systems occurs and to develop an addendum to the Comparability Study to include the impacts of ORVR and establish a method for Ozone Transport Region (OTR) states to phase out their Stage II program when it becomes redundant due to the significant fleet penetration of ORVR vehicles. In 2000 NESCAUM formed a vapor recovery workgroup consisting of representatives from all eight NESCAUM states. After a year of this effort and given the importance of the program, STAPPA asked NESCAUM to take the lead in coordinating state efforts on Stage II. NESCAUM has also included representatives from the non-NESCAUM OTR states and other interested states such as Georgia and California. The workgroup has directed NESCAUM to undertake a variety of efforts to gain a better understanding of the impacts of transitioning from Stage II to ORVR, as well as enhancing its existing State II program. These efforts include an economic and environmental analysis of implementing CARB's Enhanced Vapor Recovery Program, an analysis of special phase-out requirements for the OTR, providing assistance to EPA in identifying issues related to vapor recovery, collecting state data related to vapor recovery, development of vapor recovery regulatory recommendations for the NESCAM states, and an alalysis of ORVR vehicle penetration. In addition, NESCAUM has coordinated data acquisition and analysis conducted by EPA in its Options Paper entitled "Stage II Vapor Recovery: Issues and Options." Over the past six years, NESCAUM has developed a unique expertise and relationship with state vapor recovery programs, including an understanding of the Stage II/ORVR transition issues, State Implementation Plan (SIP) issues as they relate to the states in the OTR and environmental impacts. Therefore, the services are deemed to be available only from the original source for this follow-on contract for the continued provision of unique knowledge, expertise, continuity and highly specialized services. The performance period is for approximately four months. The place of performance is at the contractor's site.
