- NAICS Code: 334516 NAICS CODE: 334516. This is a combined synopsis/solicitation form commercial services prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice and the Statement of Work (SOW) available at http://www/epa/gpv/oamhpod1/admin_placement/0600339/index.htm on or about the date of this posting. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number, RFQ-DC-05-00485, is for services to support the U.S. Environmental Protection Agency's (U.S. EPA) National Enforcement Investigations Center (NEIC) and for support under the emergency response provisions of CERCLA. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. This procurement is a 100% small business set-aside under FAR subpart 19.5. The NAICS code is 334516 with a size standard of $6.5 million. The Period of Performance is DATE OF AWARD through September 30, 2007. The U.S. EPA intends to award a firm-fixed price purchase order, and product must be delivered as described in the SOW. All quotes must be inclusive of taxes/fees (shipping, installation, warranties). The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.219-6, 52.222-3, 52.222-19, 52,222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232-33. These provisions may be viewed electronically at www.arnet.gov. Potential offers are reminded that award can only be made to a Contractor registered in the Central Contractor Registration (CCR) database located at website www.ccr.gov. DELIVER INSTRUCTIONS: Glovebox should be inside delivery, testing, installation, start-up support, training and maintenance (of a 4 gloves, inert atmosphere, and integrated glovebox) to the U. S. EPA/NEIC, Denver, Colorado location. EVALUATION CRITERIA: For this requirement, all evaluation factors other than price, when combined, are significantly more important than price. The Government will award the resultant purchase order based upon "best value" methodology. The evaluation criteria, which are in descending order of importance, are as follows: Factor 1: Technical Capability. Demonstrated ability to perform the tasks stated in the Statement of Work (SOW). Factor 2: Past Performance. Relevant past performance with particular emphasis timelines, responsiveness, professionalism, and cost control. Factor 3: Price. QUOTE SUBMISSION INSTRUCTIONS: Potential offerors must provide three customers in which you have done the same or similar services for within the past two-years, and a project plan which demonstrates an understanding of the SOW (no more than 10 pages).
