Description
The Marine Corps Systems Command, Program Manager for Training Systems (PM TRASYS), intends to procure a training solution to provide basic call for fire training as well as advanced and refresher/sustainment training for experienced Forward Air Controller and Forward Observers. The initial order will cover up to 12 systems with follow-on orders in the out years. The training solution must be user friendly, portable, deployable, scalable, and provide instructor control features to control the training progress. The system must provide the ability to author scenarios and provide targets to incorporate into scenarios?all threat weapons, vehicles, as well as non-threat type or neutral vehicles (such as civilians, civilian vehicles, buildings, etc.). The system must be able to perform all missions that can be conducted in close air support, terminal guidance operations (CASEVACs), artillery/mortar fires, and naval surface fires. Specific capabilities must include, but are not limited to: Adjust Fire/Fire For Effect/Suppression Missions from all surface fires agencies: Computer controlled Fixed Wing, Rotary Wing, Bomber, and AC-130 missions; pilot in the loop with all types of USMC and Joint Services aircraft; Lasing capability for range determination as well as target designation; fire Planning products (Target List worksheet, scheduling worksheets); realistic system capabilities (aircraft fly realistic attack profiles, indirect fire missions are ballistically correct, realistic weapons effects such as burst radius and fragmentation patterns, etc.); scenario authoring and run-time authoring using plug and play targets and behaviors; and map and terrain imagery databases to include all major training areas as well as real world areas of ?interest? so that a rehearsal capability exists in addition to generic training. The government?s intent is to release a Request for Proposal (RFP) in September 2006 and award a contract in November 2006. The Indirect Fire information above is subject to change. All vendo rs with an appropriate product relating to the above description are invited to submit a Capability Statement. Capability Statements should discuss the products capabilities against potential requirements, the products system requirements, and any other relevant information that would enhance the Government?s understanding of the information submitted. Interested and qualified parties are invited to provide comments and questions. This request for information in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract. All information provided becomes USMC property and will not be returned. All proprietary or classified information will be treated appropriately.
