Description
The Bureau of Reclamation intends to award sole source procurement to Voith Hydro Siemens for the purchase of the WaterView 2000 optimization package. The Bureau of Reclamation partnered with Tennessee Valley Authority and Hydro Resource Solutions to enter into a research agreement to develop a prototype optimization package to be tested under actual operating conditions to determine overall desirability of the package for use at Grand Coulee Powerplant. The primary objective of the ongoing effort was to identify and qualitatively evaluate the WaterView 2000 optimization package as a tool that can improve the overall operating efficiency of powerplant facilities such as Grand Coulee in Reclamation's Pacific Northwest Region. As Hydro Resource Solutions (owned and governed in part by Tennessee Valley Authority) developed and modified the system to meet Reclamation needs, there is no other source for this specialized system. Hydro Resource Solutions no longer is affiliated with the Tennessee Valley Authority, but rather affiliated with Voith Hydro Siemens. The Government believes that only one responsible source can provide the pending requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence (procures, product data, etc.), to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. Do not submit quotations. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 423490 which is 100 employees. This notice may represent the only official notice of such a solicitation.
