Description
The purpose of this modification is to change the solicitation number to W52H0906R0501 and provide the following information. This is a 5-year IDIQ contract for the Universal Second Skin (USS) Small, P/N: 5-1-3321-10, NSN: 4240-01-413-1540 and Mediu m/Large, P/N: 5-1-3321-20, NSN: 4240-01-413-1543. This contract will be 100% HUBZone competitive Small Business Set-Aside under the provision of FAR 6.205(a) and the HUBZone Act of 1997, 15 USC 631. Offers from concerns other than the above are not solic ited. Drawings are not available. The USS shall be constructed per the Scope of Work and the Performance Specification EA-PRF-2006A for Second Skin, Universal for M40/M42 series Masks. The maximum estimated 5-year quantity is 1,700,000 for a combination of Small and Medium/Large. The USS consists of a conformal covering for the M40/M42 Series Mask face piece providing liquid agent protection for the mask user. Materials used shall pose no potential skin contact hazard or inhalation hazard to the user. The contractor will be responsible for development of a design based on the M40/M42 Series Mask systems and the cited performance specification. Government tooling will be available on an As Is basis. Offerors must provide the materials used formulati on qualified in accordance with para 4.2.3.1 of EA-PRF-2006A, at the time of submission for proposals to be evaluated. This means the formulations of proposed materials must have all certifications complete and approved at the time of submission. FOB is Destination. This is a Best Value procurement and past performance and technical factors will be evaluated along with price. Estimated issue date is September 29, 2006. First article is required. Prospective offerors must submit information (limited to two pages) detailing their past experience in producing similar items and their capability to produce this item. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102 (2) (7) and 14.205-1(c) therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://aais.ria.army.mil. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain and said amendmen ts, which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for the bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same
