Description
Description: Original synopsis/solicitation is modified as follows: a. The NAICS Code is changed to 334418 and the small business size standard is changed to 500. b.. FAR Provision 52.212-2 EvaluationCommercial Items: Fill-in information is changed to read, Price is the evaluation factor; technical (specifications) will be reviewed and rated on a go/no-go basis. Specifications/descriptive literature for propose d equipment must contain sufficient information to allow the Government to evaluate against the solicitation requirements and rate against those solicitation requirements. Award will be made to the lowest priced, technically acceptable responsible offeror. b. FAR Clause 52.216-19 Order Limitations, Paragraph (b)(2), N/A is changed to read 3,000.00. c. FAR Clause 52.217-9 Option to Extend the Term of the Contract, Paragraph (1) is changed to read, Paragraph (a). d. Performance period for each delivery order will be 60 calendar days. e. The following FAR clause is added: 52.209-4 FIRST ARTICLE TESTING  GOVERNMENT TESTING (SEP 1989) (a) The Contractor shall deliver 1unit(s) of Lot/Item 0001 through 004 within 15-60 calendar days from the date of this contract to the Government at Fort Campbell, Kentucky for first article tests. The shipping documentation shall contain this contract number and the Lot/Item identification. The characteristics that the first article must meet and the testing requirements are specified elsewhere in this contract. (b) Within 30 calendar days after the Government receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice o f disapproval shall cite reasons for the disapproval. (c) If the first article is disapproved, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or s elect another first article for testing. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional tests following a disapproval. The Contractor shall furnish any additional first article to the Governme nt under the terms and conditions and within the time specified by the Government. The Government shall act on this first article within the time limit specified in paragraph (b) of this clause. The Government reserves the right to require an equitable adj ustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these tests. (d) If the Contractor fails to deliver any first article on time, or the Contracting Officer disapproves any first article, the Contractor shall be deemed to have failed to make delivery within the meaning of the Default clause of this contract. (e) Unless otherwise provided in the contract, the Contractor -- (1) May deliver the approved first article as a part of the contract quantity, provided it meets all contract requirements for acceptance and was not consumed or destroyed in testing; and (2) Shall remove and dispose of any first article from the Government test facility at the Contractors expense. (f) If the Government does not act within the time specified in paragraph (b) or (c) of this clause, the Contracting Officer shall, upon timely written request from the Contractor, equitably adjust under the Changes clause of this contract the delivery or performance dates and/or the contract price, and any other contractual term affected by the delay. (g) The Contractor is responsible for p roviding operating and maintenance instructions, spare parts support, and repair of the first article during any first article test. (h) Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government. (i) The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the Offeror/Contractor and have been accepted by the Government. The Offe ror/Contractor may request a waiver. (End of Clause) f. The following packaging requirements are added to the specifications: The kits (either CLIN 0001, 0002, 0003 OR 0004) must be durably packaged in one (1) weather resistant, lockable (keyed master locks are acceptable) plastic case with the following requirements: 1. The kit package need not be supplied with a lock but must be capable of being locked with at a minimum plastic padlock holes. 2. Internal form fitting foam to prevent damage during storage and shipment. 3. The package and kit must be less than either the standard airline size allowance of 62 inches (length+width+height) and 50 lbs. in weight or the maximum airline allowable size of 115 inches (length+width+height) and 100 lbs. in weight. Smaller and ligh ter size is preferred. g. Specifications, Paragraph 1a, last sentence is changed to read: All cameras must be IR capable and have a total low light rating (camera and lens) of .005 LUX or better. h. Additional/clarifying information is provided as follows in response to questions received: 1. QUESTION: Will installation and cable routing of any of the systems be required? If so, will sketches or descriptions be available that show locations where various parts of the system are to be mounted? RESPONSE: Installation and cabling is not required; this is to be a portable system. 2. QUESTION: Will an acceptance test be peerformed on each system? Will the contractor conduct the test or will the contractors role be as an observer and possibly provide technician support tot correct any problems? RESPONSE: Each system will be tested within 30 days of delivery by the receiving unit. If problems with the system(s) occur, system(s) will be returned to the contractor for repair/reeplacement. 3. QUESTION: Item 1g of the Specification requires ...exporting of digital images captured on the equipment with an internal CD burner Is exporting accordplished by exporting the CD or is exporting over a LAN or other network lso required? RESPONSE: Use of the CD is the minimum requirement. 4. QUESTION: Given the limitations of storage on a CD vs. the Hard drive, it appears as if portions of the recorded data will be selected for CD burning. Is there a requirement to record additional data on the hard drive and CD, such as tiime-date stamps , configuration settings, etc. that will facilitate the selection and also provide supplementarly information? RESPONSE: The type of hard drive recording and marking should be identified for information selection and transfer to the CD. Specific type of marking required has not been specified due to the various types available (i.e., date/time stamp / event numbe r). The operator must be able to retrieve selected items from the hard drive and transfer them to a CD for future use and reference. All information recorded on the CD must be retrievable using either the DOG system, or a standard PC running Windows 2000 or newer. 5. QUESTION: Is the DOG a brand name commercial product that you already have and want more of the units? Or, is the DOG a generic term that you are using to describe the functionality you are looking for vendors to supply? RESPONSE: DOG is a generic term. 6. QUESTION: The purchase of 54 systems is pending the satisfactory completion of the first system. Consequently, it isnt clear how this should be priced since there is only one Unit Cost to be inserted for the first 55 systems. A price discount will b e given for the purchase of 55 but not for 1 system. RESPONSE: 55 is our estimate for each period; however, we may actually purchase more or less than 55 depending on our requirements. SubCLINs may be added to provide discounts, i.e., 1 @ $______Each; 2-10 @ $______Each; 10-20 @ $______Each; and so on. Or you may discount CLINs by percentages, i.e., 1 @ $_______Each; 2-10 discounted 10%, etc. 7. QUESTION: Is it correct to assume that the illuminator(s) will be mounted on the same Pan/Tilt mechanism as the camera? RESPONSE: Yes. 8. QUESTION: Is it acceptable to use one illuminator that can be programed to operate in either the flood or spot modes? If 1 unit is used, can the requirement to provide two 100 foot power cables be changed to 1? RESPONSE. Yes, but there is no requirement to provide 2 power cables, the (2) is a bullet comment marker for paragraph 2b(2). 9. QUESTION: For the 100 foot minimum distance for the flood light requirement, what is the angle of coverage? RESPONSE: The coverage should at least match the capabilities of the camera. If the cameras widest angle has a 15 degree, then 15 degrees is the minimum. 10. QUESTION: Would you clarify the meaning of the 1500 feet in 4b? Is the Pan/Tilt motor operated from battery power? RESPONSE: Each pan/tilt unit must draw its power and controlling signals from CAT5 cable length from the Monitor Control Center to the camera or camera with pan/tilt unit is 1500 feet using CAT5 cable.
