- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-07-Q- 3MA033 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-09. The applicable NAICS number is 541519 and the small business size standard is $21.0M. This is a Total Small Business Set Aside procurement. The FOB Destination delivery is to: USCG Sector Delaware Bay, Philadelphia, PA, on or before: 10/01/06. Offers are due at: USCG ISC Portsmouth (fp), 4000 Coast Guard Blvd., Portsmouth, VA 23703-2199, by the Close of Business on 9/12/06. Questions may be directed to LT Bill McKinstry (William.A.McKinstry@uscg.mil). The USCG ISC Portsmouth has a requirement to purchase: pest control services. DESCRIPTION: USCG Sector Delaware Bay has a requirement for an automated information systef for alert notification of USCG & external partners for incident management, situational awareness, and command, control and communication. The system shall: 1. The contractor will develop, test, and implement an alert notification system, intrinsically independent of standard communication systems, that enables the immediate notification and response of appropriate persons, units, and organizations to handle extraordinary incidents and situations, and to facilitate and manage secure communications internally and externally within the incident-response and unified-command structure. 2. The resulting solution must support and enable interoperability between dissimilar and disparate devices for the purpose of sharing information and voice communications. Security layers shall be implemented to enable authorized personnel to direct and manage the notification of alerts and the response to a crisis from any location, at any time, thereby providing first responders with the information required to fully coordinate and implement their response. The resulting solution must serve as a functional model for expansion across homeland security and emergency management stakeholders at any location. 3. Primary elements of the solution must include: (a) Notification to U.S. Coast Guard Sector Delaware Bay?s recall list (first), and port call list (second), providing the capability for automated broadcast voice messaging, in real time and recorded, to large numbers of authorized users; (b) Provision of the ability for the simultaneous broadcast of outbound messages in multiple formats, pre-assigned to authorized individuals; (c) A web-based portal system, operating via both wired and wireless systems, and consisting of secure and flexible connections with present and emerging systems; (d) Communication by two-way videophone, e-mail, instant messenger, and voice, via the Internet using common laptop or desktop multi-media computers; (e) Provision of authorized personnel with access to all the required ICS forms (active and archived); (f) Provision of electronic time/date stamps on communications and information received and transmitted; and (g) Support of interoperability with existing infrastructure for voice and data networks to include PSTN, Internet, telephones, VoIP phones, cell phones, PC?s, PDA?s, Microsoft Outlook, and facsimile transmission. 4. The solution must enhance the Sector?s existing information management system. 5. Due to lengthy approval process' for new software applications the solution must not require any software to be loaded on any Coast Guard owned computer. 6. The solution must include a minimum of one day (8 hours) of on-site training, training materials, and the ability to conduct tests and drill in all aspects of its use for personnel to familiarize themselves thoroughly with the system and gain expertise in using it. Quote each year separately. Base year (10/1/006-9/30/07); Option Year 1 (10/1/07-9/30/08); Option Year 2 (10/1/08-9/30/09); Option Year 3 (10/1/09-9/30/10); Option Year 4 (10/1/10-9/30/11). Dept of Labor Wage Determination 94-2449 and its successors apply. Quotes shall include statement of past performance with references. Telephone solicitations will not be accepted. Company?s quotes should include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price, availability and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; (12) Company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The following FAR provisions/clauses apply to this solicitation.
