Description
Answer to question for Request for Proposal for the Lightweight and Industrial Dry Suits: QUESTION 42: Does the lightweight suit?s neck gasket need to be covered (for UV protection) when the detachable collar is removed from the suit? ANSWER: Yes. The neck seal shall be ozone resistant (see paragraph 1.7) and have a neck seal protective strap (see paragraph 1.8). This requirement is independent of the need for a detachable storm collar (see paragraph 2.2). QUESTION 43: For CLIN 0002 the solicitation states "The contractor shall provide prices for repair services for components typically damage by routine wear and tear." In the Supplies and Prices section, the solicitation states: "The USCG anticipates maintenance/repair services for approximately 3,000 suits in ordering periods four and five of the contract, and the other DHS OEs anticipate maintenance/repair services for approximately 30 suits in ordering periods four and five of the contract, for a total of 6,060. Offerors shall provide unit prices for each CLIN in each of the ordering periods of the contract, based on the estimates provided herein for each year. The total contract price shall be calculated by multiplying each unit price by the estimated number of units ordered per year for each CLIN, then totaling all CLINs for each ordering period within the contract to derive the overall total price for the purposes of evaluating the Total Evaluated Price." The problem is that the solicitation asks the offeror to provide prices for maintenance/repairs services, plural. However, the instructions for calculating the total evaluated price states that the offeror needs to multiply the price by 6060. What should be used for the CLIN 0002 price since not every suit will require all the repairs listed in the list of repair services and most suits won't require any repairs? ANSWER: As per the solicitation, the offeror shall provide a single, unit price for the maintenance/repair services, multiplying the price by 3,060 per year. For purposes of award, the total evaluated price will be based on the price of delivered suits (Lightweight and Industrial) and the monthly report only. The price proposed for maintenance services will be evaluated for price reasonableness, but, will not be included in the total evaluated price for purposes of determining award.
